November 10 1997_ Motion by Mr. Benh, and se~)~ded by Mr. Griffin, to concur with the recommendation of the Planning Commission that CA-97-03 be approved on first reading, and was adopted by unanimous vote. (d) CA-97-08 CITYWIDE- The City of Portsmouth requests a Code Amendment to provide for Residential Opportunity Districts. Motion by Mr. Robinett, and seconded by Mr. Martin, to concur with the recommendation of the Planning Commission that CA-97-08 be approved on first reading, and was adopted by unanimous vote. (e) CA-97-09 EBONY HEIGHTS NEIGHBORHOOD - The City of Portsmouth requests a Code Amendment to establish a Residential Opportunity District within the Ebony Heights neighborhood. Motion by Mr. Benn, and seconded by Mr. Robinett, to concur with the recommendation of the Planning Commission that CA-97-09 be approved on first reading, and was adopted by a 6-0-1 vote (Mr. Griffin abstained due to ownership of vacant property). - UNFINISHED BUSINESS - 97 - 275 Use Permit Application: (b) UP-97-19 PRENTIS PARK AND BRIGHTON NEIGHBORHOOD - Victor E. Cox of Ray's Service Center requests a use permit to sell used motor vehicle parts at 3410 George Washington Highway, deferred from the October 14, 1997 Council meeting. Motion by Mr. Griffin, and seconded by Mr. Robinett, to concur with the recommendation of the Planning Commission that UP-97-19 be approved on first reading, and was adopted by a 6-1 vote (Clemons). - CITY MANAGER'S REPORT - 97-300 Adoption of an ordinance to close and vacate a portion of Lockport Street between Peninsula Avenue and London Boulevard; to authorize the City Manager to release a thirty foot utility easement; and to execute such other deeds and documents as may be necessary and appropriate to the development of the surrounding properties.
