November 10 1997_ <br /> <br /> Motion by Mr. Benh, and se~)~ded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that CA-97-03 be approved on <br />first reading, and was adopted by unanimous vote. <br /> <br />(d) CA-97-08 CITYWIDE- The City of Portsmouth requests a Code Amendment <br /> to provide for Residential Opportunity Districts. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to concur with the <br />recommendation of the Planning Commission that CA-97-08 be approved on <br />first reading, and was adopted by unanimous vote. <br /> <br />(e) CA-97-09 <br /> <br />EBONY HEIGHTS NEIGHBORHOOD - The City of Portsmouth <br />requests a Code Amendment to establish a Residential <br />Opportunity District within the Ebony Heights neighborhood. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Robinett, to concur with the <br />recommendation of the Planning Commission that CA-97-09 be approved on <br />first reading, and was adopted by a 6-0-1 vote (Mr. Griffin abstained due to <br />ownership of vacant property). <br /> <br />- UNFINISHED BUSINESS - <br /> <br />97 - 275 Use Permit Application: <br /> <br />(b) UP-97-19 <br /> <br />PRENTIS PARK AND BRIGHTON NEIGHBORHOOD - Victor E. <br />Cox of Ray's Service Center requests a use permit to sell used <br />motor vehicle parts at 3410 George Washington Highway, <br />deferred from the October 14, 1997 Council meeting. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to concur with the <br />recommendation of the Planning Commission that UP-97-19 be approved on <br />first reading, and was adopted by a 6-1 vote (Clemons). <br /> <br />- CITY MANAGER'S REPORT - <br /> <br />97-300 <br /> <br />Adoption of an ordinance to close and vacate a portion of <br />Lockport Street between Peninsula Avenue and London <br />Boulevard; to authorize the City Manager to release a thirty foot <br />utility easement; and to execute such other deeds and documents <br />as may be necessary and appropriate to the development of the <br />surrounding properties. <br /> <br />Recommendation: <br /> <br />Adoption of an ordinance to close and vacate a portion of Lockport Street <br />between Peninsula Avenue and London Boulevard; to authorize the City <br />Manager to release a thirty foot utility easement; and to execute such other <br />deeds and documents as may be necessary and appropriate to the <br />development of the surrounding properties. <br /> <br />Pur ose and Need: <br /> <br />· Street right-of.way is needed to create a site for development of a retail <br /> grocery outlet and associated retail services. <br /> <br />· There are two lots in the area owned by the City that ars necessary to the <br /> projeCt. <br /> <br />· As development proceeds, other documents may be needed in a timely <br /> fashion. <br /> <br /> <br />
