<br />The meeting was opened with prayer by Mr. Walker.
<br />
<br /> Minutes of regular meeting of October 27th, 1959 and called meeting of November 3rd,
<br />1959, were read and approved.
<br />
<br />The following reports from the City Manager were:read:
<br />
<br /> 59-294 - "I submit the following ordinance and recommend it be placed on first reading.
<br />This ordinance wou~d place the three municipal parking lots on an attendant basis with the option for merchanss
<br />to participate in a validation plan. The fee on these lots would be Ten cents per hour. The Qity ~ould bear thei
<br />cost of the attendant and the merchants would pay an ~d~i~ional two and a half cents for each hour of validation.
<br /> The Wilbur Smith Repor~ recommended attendan~ parking lots and the Downtown
<br />Merchants Association has requesfed the lots be changed. I believe that relieving the possibility of recelving an
<br />overtime parking ticket and the customers having the chance to receive free pgr~ing, will increase the use of the
<br />lots. This should also provide more curb parking."

<br />Motion. of Mr. Smith to place the following, ordinance on first reading:

<br />"AN ORDINANCE TO AMEND ARTICLE IX OF CHAPTER 30 OF THE CODE OF THE CITY
<br />OF PORTSMOUTh, VIRGINIA, .1951, ENACTED ON OCTOB~ 8th, 1957, AS A~_ENDED,
<br />BY ADDING THERETO SECTIONS 30-180 THROUGH 30-183, INCLUSIVE, PROVIDING
<br />FORTHE OPERATION OF CERTAIN OFF-STREET PARKING LOTS WITH ATTENDANTS
<br />AND TIME-ST~AMPED TICKETS, AUTHORIZING SALE OF PARKING COUPONS FOR
<br />IN CONNECTION THEREWITH, AND DEFINING VIOLATIONS THEREOF"

<br />Mbtion of Mr'. Breedlove that the ordinance be amended by deleting the words 'to any

<br /> Uote being~taken on Mr. SmithJs motion, the ordinance, as amended, was approved on
<br />first reading, without dissenting vote.
<br />
<br /> 59-295 - "I recommend that an ~appropriation of $3,624.00 be placed on first reading.
<br />Th~s is for t~e preparation and publication of six newspaper ads and a booklet containing pertinent facts about
<br />annexation.-These ads will contain fac~s connerning 'the operation of the City Government, explaining which de-
<br />partments to contact concerning citizens' problems and wha~ types of services they will receive.
<br /> i." ~, This will not.be a. selling program ~o the.residents .of the annexed area,
<br />but an attempt to properly inform the people of this area as well as all of the citizens,"
<br />
<br /> _ Motion of Mr. Breedlove that the appropriation be approved on first reading.

<br />Motion of Mr. Walker to suspend the rules to hear from

<br /> Motion of Mr. Smith to table until the Council has accumulated sufficient information
<br />on this matter, was adopted, by the following vote:.- all in the affirmative with the exception of Mr. Bartlett.
<br />who voted "Nay".

<br /> 59-296- "I recommend that an appropriation of $14,000.00 be placed on first reading.
<br />This is requested in order that we may employ Firemen and Policemen during December. We wish to train these men
<br />in preparation for annexation.
<br />
<br /> Motion of Mr. Breedlove that the appropriation be approved on first reading was
<br />adopted, without dissenting vote.
<br />
<br /> 59-297 - ,!'I su~mit the attached agreement and recommend its approval and that proper
<br />city officials be author&zed to sign. T, his ~agreement ~ith Maryview mHospital for indigent persons, is the same
<br />as the agreementmwith Portsmouth~General Hespital.
<br /> The rates are $17.00 for the first ten days, $15.50 for the second ten
<br />days and $10,00 per day thereafter. This contract has been requestedby Maryview Hospital."
<br />
<br /> Motion of Mr. Breedlove to concur in the Manager's recommendation and that the proper
<br />city officials be authorized to sign the agreement, was adopted, without dissenting vote.
<br />
<br /> 59-298 - "I submit the following letter from the City Attorney with reference
<br />Charter amendments. This should be considered before the next Council meeting:
<br />
<br /> 'At a recent conference of City Council, you requested that the City Attorney prepare
<br />and submit to you a draft of a new Charter for presentation to the 1960 session of the General AssembIy.
<br /> I regret that the workload created by annexation has prevented my giving the charter
<br />project the time it would requi~e. I therefore urge the Council to set a conference at an early date for dis-
<br />cussion with the legislative delegation of any amendments to the existing charter whieh:may .be considered neces-
<br />
