<br /> Minutes of called meeting of November 24th, 1959, regular meeting of November 24th,
<br />1959 and called meeting of December 3rd, 1959, were read and .approved.
<br /> 59-247 - Motion of Htr. Walker-to remove from the table the following ordinance, was

<br />~eading. The first is for appropriation of funds for the operation of the City Government for the period of
<br />January 1st, 1960 through June :30th, 1960. The second ordinance appropriates funds from the Capital Improvement
<br />Fund for payment of debt service.
<br />
<br />On motion of Mr. Bartlett, the following ordinances were placed on first reading:

<br />"AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION OF THE CITY
<br />GOVERNMENT FOR AND DURING THE MONTHS OF JANUARY, 1960 TO JUNE 30th, 1960."

<br />"AN ORDINANCE TO APPROPRIATE $354,261.00 FROM THE GENERAL CAPITAL IMPROVE-
<br />MENT FUND FOR THE i~JRPOSE OF BOND RETIREMENT, BOND INTEREST AND NORFOLK

<br />reading. This is necessary to meet the legal requirements for amending the City Charter at the next session of
<br />the General Assembly.

<br /> 59-321 - "I recommend that a public hearing be held on December g9th, 1959. This
<br />hearing is to be on the Fiscal Guide for the period of January 1st, 1960 through June 30th, 1960. This is neces~
<br />sary ~due to annexation. It is also necessary to have a p~blic hearing on the proposed Charter changes and
<br />
<br />this could be held st the _same time.

<br /> Mation of 'Mr. Smith that the Council meeting scheduled for December 22nd, 1959 be
<br />postponed to December g9th, 1959, was adopted, without disse~ting vote.
<br />
<br /> Motion of Mr. Weiseman that a public hearing on the Fiscal Guide for the period
<br />January $st, 1960 threug~June 30th, 1960, and on proRosed Charter changes,be held at the meeting on December
<br />ggth, 1969, was adopted without dissenting vote.
<br />
<br /> 59-3gg - "I submit the attached ordinance and recommend that it be placed on first
<br />reading. This ordinance amends the Fire and Police Retirement Fund. It will change the retiranent benefits to
<br />allow pensions of members ~no retire on non-service connected disability to be recomputed when the normal re-
<br />tirement date is reached. Under the Retirement Plan for other City employees who retire on disability, their
<br />pensions are also recumputed at normal retirement date.
<br /> I have discussed this change with the actuaries and they advise me that
<br />it ms a satisfactory change and will not be ~% additional expanse."

<br /> On motion of Mr. Weiseman, the following ordinance was placed on first reading:

<br /> TO PROVIDE THAT ORDINARY DISABILITY RETIREMENT SHALL BE CONVERTED TO
<br /> NORMAL SERVICE RETIREMENT UPON THE MZF~MBER REACHING NORMAL RETIREMENT
