Vote being taken, Mr. Baker's motion was lost and by the following vote: <br /> <br /> Ayes: Baker, Smith, Walker <br /> Nays: Bartlett, Bre~dlove, Seward, Weisema~ <br /> <br /> The following letters from the City Man. ager were read: <br /> <br /> 59-332 - I herewith submit an agreement for the-demolition of the old ferry terminal, <br /> this work to be done for the sum of $3,003.00. The necessary insurance to save th~ City harmless from any dam- <br /> ages has been obtained and the work is to be completed within ninety days. I recommend that the proper city <br /> officials be authorized to sign this agreement and that an approPriatio:n o f. $3,000.00 be placed on first readin~ <br /> Motion Of Mr; Walk6r to conc.ur in the recormmendation of the City Manager was adopted, <br /> without dissenting vote. <br /> <br /> 59-333 - "I have had a conference with the Hampton Roads Sanitation Commission with refe <br />ence to the billing and collecting of sewage treatment charges within the annexed area. It was our desire to <br />out a plan where the City would do the billing and collecting effective January 1st, 1960. <br /> Counsel for the H~unpton Roads Sanitatio~n District Con,mission is of the opini( <br /> that until a final determination of th& problem involved, ~ ' : ' ' - <br /> the uommlsslon has no. power to relinquish its rights <br /> to 6ollect for the treatment of sewage within the area at its regular schedule of charges. <br /> <br /> Under the 1948 annexation, ii was necessary to settle this matter by Court ac~ <br />rich. I recommend that the City Attorney ihstitute legal proceedings ~o clear this matter as quickly as possible <br /> <br /> d' ~ ~ ' Motion of Mr. Weiseman to concur in the recommendation of the City Manager was adopted <br />without lssentlng vote.' <br /> <br /> 59-334 - "The Water Department has been purging its delinquent accounts. They have com- <br />piled a list of accounts dated prior to December 31st, 1955 amounting to $4Y,366.6~ in water and tax, $17,958.85 <br />in sewer charges for s total of $65,325.46. To be applied against this total is a list of uarnnteed de o ' q <br />be charged off, amounting to $34,450.00, leaving a net charge of~ of $30,879.46. g p sits t <br /> It would be a very difficult and expensive procedure to a ce ' <br />person or deposit to apply against any partzcular~ account. I recommend that I be authorized to charge <br />these accounts off°" <br /> <br /> Motion of Mr. Weiseman to concur in the recommendation of the City Manager was adopted <br />without dissenting vote. , <br /> <br /> 59-335 - "Mr. Jack S. Dempsey has resigned from the Portsmouth Police Department and re- <br />quested a refund of his pension contribution. The amount due is $16.77. This is money contributed in the old <br />Retirement Fund prior ~o January 1st, 1957. <br /> <br /> I recommend that an appropriation of $16.77 be approved. Tkis can be approved <br />on one reading with a roll call vote." <br /> <br />vote: <br /> <br />Motion of Mr. Breedlove that the refund be granted, was adopted, and by the following <br /> <br />Ayes: Baker, Bartlett, Breedlove, Seward, Smith, Walker, Weiseman <br />Nays: None <br /> <br /> 59-336- "I recommend that I be:authorized to ob%aih bids for air-conditioning the Health <br />Department building° This is the only city office building that does not have air-conditioning. <br /> <br /> I am requesting that_I be able to proceed at this time due to being able to ob- <br />tain more favorable prices during the winter months. <br /> <br /> Notion cf..Mr. Bartlett to.concur in.the recommendation of the City Manager was adopted, <br />without dissenting vote. <br /> <br /> 59-337 - "I submit the. attached ordinance and recommend that it be placed on first readin <br />This ordinance establishes a Group Insurance Plan for City employees. It will be the option o f the e~ployee <br />suranceParticipatebe awardedin thisthisPlan.company...The Life Insurance Company of Virginia being the low bidder, I recommend that the in~ <br /> Motion of Mr. Smith to place the following ordinance on first reading: <br /> <br /> "AN ORDINANCE TO PROVIDE GROUP LIFE INSORANCE FOR CITY EMPLOYEES AND SETTING TER.N~ <br /> ~ND CONDITIONS UNDER WHICH EMPLOYEES ~Y BE INSURED`· <br /> <br /> Motion of Mr. Breedl~ve to suspend the rules t6 hear from interested persons, was adopted. <br /> <br /> Mr~ 'Alvin Cherry spoke and asked that a~l bids be rejected, as the time for opening was not <br />on the specifications and bids were received after some were apened at eleven AcM. on November ~nd, 1959. <br /> <br /> Motion of Mr. Bartlett that ~r. Cherry be given the opportunity to prove his chnrg~ be- <br />tween this date and the date of the next Courtcil meeting, on January 12th, 1960, was adopted. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 59-319 - The following ordinance, placed on first reading at last regular meeting of City <br />Council, was taken up and read: <br /> <br /> "AN ORDINANCE TO APPROPRIATE FUNDS NECESS~RY FOR OPERATION OF THE CITY GOVERNMENT FOR <br /> AND DURING THE MONTHS OF JANUARY, 1960 TO JUNE 30, 1960." <br /> <br /> <br />
