November 27, 2001 At a Regular Meeting of the City Council on Tuesday, November 27, 2001, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Daniel M. Stuck, City Attorney Timothy Oksman. Councilman Cameron C. Pitts opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a Called Meeting on November 13, 2001, and a Regular Meeting on November 13, 2001, and was adopted by unanimous vote. 01 - 326 - Presentations: Proclamation presented to Captain Russell Williams for "USS SAIPAN (LHA 2) Month". Proclamation presented to Captain & Mrs. Charles Mount, Lieutenant Commander Connie Sayles, HM1 Tony May and Staff for "Navy School of Health Sciences Month". Proclamation presented to Dr. Mary Ann Laremont-Lopez for "World AIDS Day". Presentation by Fred R. Brusso, Jr. for the 1st Place Non-Commercial Division Award for the Grand Illumination Parade for the City of Portsmouth Float. City Manager presented responses to inquiries from the November 13th City Council meeting. - Unfinished Business - Consent Aqenda Councilman Pitts requested the consent agenda items be considered separately to allow for registered speakers for Item 01-312(d). 01 - 312 - Use permit and code amendment applications: Motion by Mr. Pitts, and seconded by Mr. Benn, to adopt the following resolution, approved at the November 13, 2001 meeting, and was adopted by the following vote: 01-312(a): "A RESOLUTION GRANTING A USE PERMIT TO GROVE BAPTIST CHURCH TO OPERATE A RELIGIOUS FACILITY BASED CHILD CARE CENTER 6006 CHURCHLAND BOULEVARD. WHEREAS, Grove Baptist Church has made application pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting of a use permit to operate a religious facility based child care center (S.I.C. 835) at 6006 Churchland Boulevard, Portsmouth, Virginia; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of the application for a use permit with conditions.
