November 27, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, November 27, 2001, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Daniel M. Stuck, City Attorney Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on November 13, 2001, and a Regular Meeting on November 13, 2001, <br />and was adopted by unanimous vote. <br /> <br />01 - 326 - Presentations: <br /> <br />Proclamation presented to Captain Russell Williams for "USS SAIPAN (LHA 2) <br />Month". <br /> <br />Proclamation presented to Captain & Mrs. Charles Mount, Lieutenant Commander <br />Connie Sayles, HM1 Tony May and Staff for "Navy School of Health Sciences <br />Month". <br /> <br />Proclamation presented to Dr. Mary Ann Laremont-Lopez for "World AIDS Day". <br /> <br />Presentation by Fred R. Brusso, Jr. for the 1st Place Non-Commercial Division <br />Award for the Grand Illumination Parade for the City of Portsmouth Float. <br /> <br />City Manager presented responses to inquiries from the November 13th City Council <br />meeting. <br /> <br />- Unfinished Business - <br /> <br />Consent Aqenda <br /> <br /> Councilman Pitts requested the consent agenda items be considered separately <br />to allow for registered speakers for Item 01-312(d). <br /> <br />01 - 312 - Use permit and code amendment applications: <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to adopt the following resolution, <br />approved at the November 13, 2001 meeting, and was adopted by the following vote: <br /> <br />01-312(a): <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO GROVE BAPTIST CHURCH TO <br />OPERATE A RELIGIOUS FACILITY BASED CHILD CARE CENTER 6006 <br />CHURCHLAND BOULEVARD. <br /> <br /> WHEREAS, Grove Baptist Church has made application pursuant to Section <br />40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting of a use <br />permit to operate a religious facility based child care center (S.I.C. 835) at 6006 <br />Churchland Boulevard, Portsmouth, Virginia; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things <br />required to be done in connection with said application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the granting of the <br />application for a use permit with conditions. <br /> <br /> <br />
