Novem bet 25i 1997 SECTION i8~ Filing of ResOlution With Circuit Court. The City Attorney of the City is hereby authorized-and directed to file a copy of this resolution, certified by the City Clerk of the City to be a true copy hereof, with the Circuit Court of the City of Portsmouth, Virginia, in accordance with Section 15.1- 227.9 of the Code of Virginia, 1950. SECTION 2019. Conflicting Ordinances. Resolutions and Proceedings. All ordinances, resolutions and proceedings in conflict with the provisions of this resolution are, to the extent of such conflict, hereby repealed. SECTION 20. Severability. If any section, paragraph, clause or provision of this resolution shall be held invalid or unenforceable for any reason, the invalidity or unenforceability of such section, paragraph, clause or provision shall not affect any of the remaining parties of this resolution. SECTION 21. Section Headings. The headings of the section of this resolution shall be solely for convenience of reference and Shall not affect the meaning, construction, interpretation or effect of such sections or this resolution. SECTION 22. EffectiveneSs of Resolution. This resolution shall take effect upon its adoption.
