From mthe master plan now approved and accepted by theState, that certain parcel of land owned and <br /> ~e~ ~t~_~r~nd~ompauy, on GosportRoad, will become part cfa gigantic interchange, thep ese <br /> Y signers, urp <br /> ~We .realize that this communic~ation wou~d be too lengthy were we. to enumerate our <br /> <br /> much and gain little by this pro~ect as a who~ ..... smouth stand to lose <br /> personal reasons and objections to this undertaking, but we do feel that the. people of Port <br /> <br /> · ~ ~= anu uo aereny make a plea to the Council of our City to offer <br /> v~gorous objections to 'the entire ~ highway from Bowers Bill to the tunnel. <br /> <br /> If this objection is not sustained, then we hereby offer an alternate suggestion to <br /> let it come through our City with as little confusion as POssihle, in one straight line, void of all the inter- <br /> changes and access roads that threaten so much valuable taxable property. <br /> <br /> To pinpoint our contention, we ask the Planning Commisszon of the City to consider <br /> the proposal to leave Gosport Road as it is, and have the highway cross at one point, without the accompanying <br /> access roads, thus leaving the normal flow of ~raffic on Gespor~ Road undisturbed, as well as the valuable <br /> business proper~y that is now threatened. Your prompt action in bringing this request to the attention of the <br /> lr~oper officials will be greatly appreciated. (Signed) A.a. Morrison,Jr." <br /> <br /> Motion of Mr. ~mith that the cemmnnicationbe acknowledged and referred ~o the Planning <br /> Commission and that the writer be informed of this action, was adopted, without dissenting vote. <br />Present - Mr. Bartlett <br /> <br />the following yore: <br /> <br />60~13 - Motion of Mr. Walker to approve the following resolution was lost, and by <br /> <br /> '~HEREAS, the Governor of Virginia has Proposed that the Legislature levy <br /> a sales tax on the citizens of the Commonwealth of Virginia, and <br /> WHEREAS, this proposal is, or will be, b~fore the representatives of the <br /> people for consideration during the present sessiou; and <br /> WHEREAS, reports indicals that the proposal will be another round robin tax <br /> wherein a part of the tax collected will be doled back to its source with the <br /> usual strings attached, and <br /> W~EEEAs, the lastdecade of historyhas proved beyond doubt that central <br /> governments can, by dangling the bait Of two for one, cause to be spe~t, not <br /> only our o~n inheritance, but that of coming generations, and <br /> WHEREAS, the results of statewide and nationwide capitulation to such smhemes <br /> are evident in a growing national debt, a mushrooming bureaucracy, and a loss of <br /> interest in local goverD-ment, which, having been divested of control of local <br /> funds and local institutions, can no longer carry out the wishes of the elec- <br /> tors, and <br /> WHEREAS, there must be a turning point if government bythe People is to survive, <br /> therefore, <br /> BE IT RESOLVED that the Council of the ~City of Portsmouth hereby petitions the <br /> General Assembly to seriously consider the danger and damage n~t only to the citizens <br /> of our State, but to the basic concept of government of these United States, and <br /> to return the Governor's proposal to him with a "No Thank You" attached, and <br /> BE IT FURTHER RESOLd-ED that, if there is an honest desire to provide funds for <br /> local needs, a nd if it is impossible to l~revent the enactment of the Governor's <br /> new levy, that the representatives of the City of Portsmouth take diligent and forth- <br /> right action to the end that all or most of the pmoceeds from the tax be received, <br /> and ail or most of ttze enforcemenz and collection be provided a~ the local level, and <br /> BE IT ALSO FURTHER RESOLVED that .a coPy of this resolution be forwarded to each <br />representative of the City of Portsmouth in the Gemeral Assembly and that they are <br />hereby requested ~o present it ~o beth Bouses of the ~ssembly at the time the <br />Governor's proposal is considered and that a copy of these resolutions be spread <br />upon the minutes of this Council." <br /> <br /> (Unfinished) <br />Pe~tpo~ed~.~for <br />later consideration. <br /> <br />Ayes: Walker <br />Nays: Baker, Bartlett, Breedlove, Seward, Smith, Weiseman. <br /> <br />60-1 Motion of Mr. Smith .to go i~to the election of t~o members of the School Board <br />was adopted, without dissenlin§ vote. <br /> <br /> Mr. ~eiseman nominated Mrs. W.T. Leery to represen~ District C on the School Board, for <br />a term expiring Julylst, 1962. <br /> <br />There being no other nominations, Mrs. Leary was elected and by the following ~ote: <br /> <br /> Ayes: Baker, Bartlett, Breedlove, Sewa~d~ Smith, Walker, Weiseman <br /> Nays: None <br /> <br /> Mr. Bartlett nominated Irvin C. Blanchard to represent District B on the School Board, <br />for a ~erm expiring July 1st, 1962. <br /> <br />There being no other nominations, Mr. Blanohard was elected, and by the following vote: <br /> <br /> Ayes: Bartlett, Breedlove, Seward, Smith, Weiseman <br /> Nays: Baker, Walker. <br /> <br /> 60-14 - Motion of Mr. Breedlove to suspend the rules to hear from E.g. Williams was <br />adopted. <br /> <br /> Mr. Williams spoke, requesting a tess <br /> bona ~de table in the Council Chamber. <br /> Tbe Council stated that when ~a~ newspaper is established, a Press table in the Council <br /> Chamber will be made available. <br /> <br /> <br />
