<br /> 60-49 -. "I submit a lease between the Portsmouth Girl's Club Inc., andLthe City
<br />of Portsmouth for city-owned property at the northwest corner of Camden Ave. and Race St. This is the build-
<br />Lng that mas formerly used by the Recreation Departunent. It is the desire of the Portsmouth Girls' Club,Inc.
<br />to move from their present location on South St. to this location, in order to have sufficient play area which
<br />they do not have there. The .property at the corner of Camden Ave. and Race St. has been vacancy-for over a
<br />year and I feel that it would be an advantage to the City to have this worthwhile organization use this pro-
<br />per~y.
<br /> The terms of this lease are for one year beginning on the first day of
<br />March, 1960, and continuing thereafter for a term of one year from yea-r ~o year until either par~y shall have
<br />cancelled the lease by written notice delivered to the other not less than three months prior ~o the first day
<br />of March in any year.
<br /> The City shall, have the right to cancel this lease upon written notice
<br />delivered to the tenant not less thanf three months prior to such date of cancellation if the premises or any
<br />part thereof are required or needed for public purposes. The Portsmouth Girls Club, Inc. will be required To
<br />provide the proper public liability insurance and f_ire insurance on the house and will payfor all utility
<br />services and keep the building in proper repair."

<br /> Motion of Mr. Weiseman to concur in the recommendation of the City Manager was
<br />adopted, without dissenting vote. Mr. Breedlove disqualified himself because of his relationship ~o one of
<br />the sponsors.

<br /> 60-~0 - "I recommend that an appropriation in the amount of $4,000.00 be placed
<br />on first reading. This is for the purchase of polio vaccine. In the budget for January through June there were
<br />no funds requestedfor the.~urchase of polio vaccine. It was discovered in Sanuary that many children had not
<br />had the proper polio shots so ~ith the ca-opera,ion of the School goctor and the Director of Public Health,
<br />special clinics were held in order that the school children could recezve these shots. In the month of
<br />January, 5,022 polio shots were administered through these clinics. It was necessary to use funds appropriated
<br />for other clinics to purchase this vaccine and we have also borrowed-vaccine from the City of Norfolk. Additiona~
<br />clinicswill have to be held between now and June to complete the necessaryshots. It will require an appropria-
<br />tion of the above amount to complete this program."

<br /> Motion of Mr. Bartlett to concur in the recommendation o~ the City Manager to
<br />an appropriation of $4,000.00 for said purpose on £irst reading, was adopted, without dissenting vote.

<br /> 60-51 - "I have received bids for the installation of air-conditioning of the
<br />Health Deparrnnent building. The bids are as follows:

<br /> Stokley Services Incorporated has recommended that we use a 20 ton cooling tower
<br />iu conj~n~ction with the 15 tons of air-conditioning equilmnent necessary to a~r-condition the Health Department.
<br />They have included a 20 ton ~ower in their price. The other two bidders recommended 15 ton zowers. Considering
<br />our experience with oth~r city buildings and the i~stallation of air-cond{tioning equipment installed by Stokley
<br />Seryiees, Incorporated, in this building, I r~comm~nd that the contract be awarded to this firm.
<br /> I also recommend an appropriation of $6,000.00 from the Capital Improvemen~ Fund
<br />be placed on first reading. The additional funds are necessary for the wiring of the building which will be
<br />done by city forces."
