The'Chair declared Mr. Wa lker out of order. Mr. ~alker_ appealed the dec'ision of the Chair. The Chair stated the queStien to'be voted'on is "Shall the question be considered?" Vote beinE taken, the decision was in the negative, as follows: Ayes: Baker, ~alker Nays: Bartlett, Breedlove, Seward, Smith, Weiseman Vote being taken on Mr. Breedlove's motion, the matter was referred to a conference of the Council, without dissenting vote. 60-I10 - THe following letter from Elmer D. Turner was read: this -. .v "I am a merchant in the newly annexed section of PortsmOuth. I have been location almost 14 years. I have been s Notary Public for l0 years. I would like to be appointed as a Justice of the Peace for this section. I would carry out my duties at this address1 ~9 Shea St. I am open from'8 ~ to'? P~ six days a week and closed on ~un~ays. I live across the sEreet from my store and would be available at all times~ If appointed I wohld perform my duties at all times."
