When we re~er to the roadway width% ~e.~ean the. distance between the proposed curbs <br />and the'sidewalk widths is 5he.. distance· ~ between the proposed~ curbs ...... and the property lines. <br /> It is the common practice and the recommendation of~ ~minent high~sy engineers <br />that three-fifths of the total s~ree~ width be for roadways with the other two-fi~ths that is left for sidewalks <br />equally divided for each side. In the space left for sidewalks the concrete walks are laid, the utilities are <br />installed, (suc~ as power, telephone, gas, etc.) shade trees and shrubbery. In some instances, it is found to <br />be more economical to install sanitary sewers, storm drains and .water mains under the area reserved for side <br />walks rather th~n the roadway,, more parti6ularly if the street has previously been paved with geed pavement and <br />if it is practicable. <br /> Portsmouth many.years ago adopted this practice as far as it was practicable and <br />so did most of the other citie~ There are always some exceptions and %here are certain conditions that may <br />prevail whereby it wou~d be unfeasible and ther~ are variations. For an kllustration Elm Ave. in Prentis Place <br />is lO0 feet wide with a roadway of 30 feet. The~e are others in the area 60 feet wide with roadways of 25 ft. <br />There are streets in Port Norfolk, namely Arlington, Wesley., Cleveland and Woodrow that are 50 feet wide with <br />24 feet roadways. I think mainly the reason for ~arrowxng the roadways was to save the cost of expensive pave- <br />ments. In the downtown section,. Park View, South Portsmouth, Cottage Place and other sections of Portsmouth, <br />the standard prActic~ w~s ~ca~ied out and: this is what we have proposed for Westhaven Park, Westhaven and other <br /> areas where curbs and gutters have recently been installed or are proposed to be installed. On some streets <br />there may be conditions where ii will be necessary to make variances. <br /> <br /> <br />
