<br />At a regular meeting of the City Council, held on June 28th, 1960, there were present:

<br /> The meeting was opened with prayer by Mr. Smith.
<br />
<br /> Minutes of regular meeting held on Ju~e 14th, 1960 and called meeting of June 20th, 1960
<br />and hearing on budget on June 20th, 1960, were read and approved.

<br />from the School

<br /> The City Manager presented the following reports:
<br />
<br /> 60-196 - "It is in order at thi~ 'time to accept the resignation of Mrs. Emily N. Spong
<br />B card_and to recognize her for her services on the Portsmouth School Board."
<br />
<br /> Motion of Mr. Bartlett that the resignation be accepted, with ~egrets, was adopted,
<br />without dissenting vote.
<br />
<br />The following resolutio~ w~s presented to Mrs. Spong by the Mayor:
<br />
<br />"WHEREAS, the resignation of Emily N. Spong from the School Board of
<br />the City of Portsmouth has been accepted with regret.by the Council of
<br />the City of Portsmouth; and
<br /> WHEREAS, Emily N. Spong was appointed to the School Board in 1937, was
<br />elected Vice Chairman of the School Board in 1945, and has served as
<br />Chairman of the School Board since 1947, during which time the schoo~
<br />system has grown from an enrollment of less than eight thousand to more
<br />than twenty-three thousand pupils, requiring construction of twenty new
<br />school buildings and additions to existing buildings at a cost of. more
<br />than thirteen million dollars; and
<br /> WHEREAS, Emily .N, Spong, among her other civic accomplishments and
<br />awards, was named Portsmouth's Woman of tke Year for 1950 and Outstand-
<br />ing School Board,Member of the Staoe af Virginia for the year 1951.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City o~f Ports-
<br />mouth, Virginia, that the appreciation of the citizens of this City for
<br />the long and valuable service rendered by Emily N. Spong to the school
<br />system of this City be expressed and conveyed to the said Emily N. Spong.
<br /> BE IT FURTHER RESOLVED, that a copy of these resolutions be spread
<br />upon the minutes o£ the City CounciL, and a copy be presented to the said
<br />Emily N. Spong as a token of the esteem in which she is held by the people
<br />of this City."

<br /> Virginia, that the appreciation of the citizens of this City for the long
<br /> and valuable service rendered by Mary B. Crowder to the school system of
<br /> this' City be expressed and~ conveyed to the said Mary B. Crowder.

<br /> On'motion of Mr. Sreedlove, .the ~esotution was unanimously .adopted.
<br />
<br /> 60~I98 - "I submit the 'attached letter from the City Attorney and concur in his recommen-
<br />
<br /> - ~ "I attach eight schedules showing tax assessments which are not collectable for- the reasons
<br /> stated thereon. Since these acco~3~s .~g~s,e unnecessary work in the office of the Delinquent Tax Collector and
<br /> have an adverse effect upon the City's bond rating, I recommend that~these tax assessments be relieved and
<br /> charged off the City's books.
