July 1st, 1960 <br /> <br />during its sittings and'§hall execute its~co~mands, Together with such process <br />issued by their authority, as shall be directed to him by the president of the <br />council. He shall, under the direction of the president of the council, have <br />chargeof the council.chamber and shall prevent any inter=uption of the business <br />of .the council by disorder within or,without. <br /> <br />Sec. 2-21 - No standing committees; committee of the whole; special committees. <br /> There shall be no standing committees o£ the city council, but the council <br />may meet in a committee of the whole whenever it is deemed desirabls so to do, <br />and the president may from time To time appoint such special committees as may be <br />thought necessary to whom may be referred such matters as may be.proper, which <br />shall consider the s~me and report their findings back to the city council. <br /> <br /> The committee of the whole shall require a majority of the members to con- <br />stitute a quorum. <br /> <br />Sec° 2-22 - Requests for permission to address council. <br /> All requests for permission to address the council shall be preceded by a <br />communication in writing~ stating the purpose of such request, and shall come up <br />in regular order. <br /> <br />Sec._ 2-23 - Robert's Rules of Order. . <br /> The rules of parliamentary practice comprised inRobert's Rules-of Order <br />shall govern ~he council in all case~ to which they are applicable and in which <br />they are eot inconsistent with the rules of the council." <br /> <br />vote. <br /> <br />On motion of Mr..Weiseman, the rules as presented, were adopted, without dissenting <br /> <br /> S0-209 - The following letter from the Superintendent of Schools was read: <br /> <br /> "You are hereby requested to approve the awarding of the contract for the construction <br />of the addition to I.C. Norcom High School to-Conrad Brothers, low bidder at a cost of $332,631o The other <br />bids were as follo~s: . <br /> . Joseph B. Sadler Company $335~000. _ ~ <br /> L. J. HaY . 345,300. <br /> James T. Copley, Inc. 345,963. <br /> ~n~ebrock~White Co,I~c. 371,000. <br /> <br /> We request that this contract he,approved at the earliest possible date as it is <br />necessary for the work ~o begin .at once if tke building is to be ready by February l, 1961." <br /> <br />and by the following vo~e: <br /> <br />On motion of Mr. Sm~h, the request of the School Board was included in the agenda, <br /> <br /> Ayes: Barnes, Leafy, Breedlove,~ ~eward, Smiih, Walker, Weis~man <br /> . Nays: None <br /> <br /> Motion of Mr. Weiseman that the contract for the construction of the addition to I.Co <br />Norcom High School b~ a~arded to C~onrad Brother.s ~as recommended by the Superintendent of Schools. <br /> <br /> Motion of Mr, Smith ~o ~mend by adding the provision that.the bond be approved as ~o <br />for~, by the City Attorney, was adopted, ~ithout diasenting vet2. <br /> <br />Vote being taken, ~c. Weiseman's motio~ was adopt'ed withou~ d~ssen~ing vote. <br /> <br /> _ ~r. Smith thanked the. Council for the confidence expressed in elec£ing him Mayor and <br />pledged his ~upport to. the work o~ the Council for the progress of the City; also expressed° a wish for ce-opera- <br />tion of all of the members. <br /> <br /> Mr. Seward expressed thanks for .the support given him,, in electing him ~o the position <br />of Vic~ President of the Council and promised to work in harmony width other members of the Council for the <br />good of the City. <br /> <br />On motion adjo~ur~e,d. <br /> <br />City Clerk <br /> <br />Approved - <br /> <br /> President ~ <br /> <br /> <br />
