<br />At a called meeting of the City Council, held on J~y 1st, 1960, there were present:

<br />Jack P. Barnes, W.R, Breedlove, ~.~. Lea~y, R.B. Seward, R. Irvine Smith,
<br />George R. Walker, R. EoWeiseman, Ac P. Johnson,Jr., City Manager, and
<br />J.S. L~vesay, City Attorney~
<br />
<br />The meeting was opened with prayer by Mr. ~eiseman
<br />
<br />The following call for the meeting was read:
<br />
<br />"Please attend a meeting of the City Council, on Friday, July 1st, 1960, ar 2:30 P,M.,
<br />in the Council Chamber, for the purpos9 of organization, and £o~ such other business
<br />as may properly be brogght before the Council.
<br />It has been the policy of the Council to adopt rules of procedure ar each organiza-
<br />tion meeting, and if you so desire, this matter may be considered at this time,
<br />I ~m inclosing a copy of 'Rnles' adopted at.the previous organization meeting, and
<br />amended on July 28th~ 1959, for your consideration."
<br />
<br /> 60-205 - Motion of~r. Smith to go into the election of a temporary chairman was adopted,
<br />without dissenting vote.
<br />
<br />Mr. Weiseman nominated W.R. Breedlove.
<br />
<br />On motion of Mr. Barnes, nominations were closed.
<br />
<br />Vote being taken, Mr, Breedlove was unanimously elected temporary chairman.
<br />
<br /> 60-206 - Motion of Mr.
<br />adopted, without dissenting vote,
<br />
<br />Mr. Seward aominated
<br />
<br />W~iseman to go into the election of a M~yor for ~wo years, was
<br />Irvine Smith.
<br />
<br />On motion of Mr. Barnes, nominations were closed.
<br />
<br />Vote being taken, Mr. Smith was elected Mayor, and by the following vote:

<br /> The tempora~y,Chairmau declared~R. Irvine Smith elected Mayor for a period of two years.

<br /> 60-207 - Motion of Mr. Walker ~o go into the election of a Vice Pres~ent was adopted,
<br />without dissenting vote.
<br />
<br />Mr. Smith nominated Raymond B~. Seward.
<br />
<br />Vote ~eing ~ken, Mr.. Se~ar~ was elected Vice President-of the Council, and by the follow-

<br /> The ~emporary Cb~airman declared Raymond .B. Seward elected Vice .President of the Council,
<br />for a period of two years.

<br />60-208 - The following rules for the conduct' of the Council were presented:
<br /> "Division 2. Rules of Order.
<br />
<br />SeQ~. 2-4. When regular council meetings held; who may~call special meeting.
<br /> There shall be a regular meeting of the council on the second and fourth
<br />Tuesday in each mb~th, 'beginning at 7:3~ p.m.
<br /> The president, or any three members of the' council, may call a special
<br />meeting.
<br />
<br />~ec. 2-5~ Notice of special meetings.
<br /> The City Clerk shall ca~se a notice in writing of all special meetings of the
<br />council.to be delivered at least ~entyrfou~ hqur~ prior Eo the {ime appointed for
<br />such meetings to~ eac~ member thereof. In an emergency, by unanimous consen~ of
<br />the en~i~e membership of ~he Council, a meeting may 'be hel~ with less notice.
<br />
<br />Sec~i2-6. Transaction of business at Special meeting.
<br /> No. bus~uess shall be transacted at ~ special meeting whic~ is not distinctly
<br />and specifically se~ forth in the notice of such meeting, except by consent of
<br />all members elected ~o the council,
<br />
<br />Sec. 2-7. Adjourmment in absence of quorum; retirement of members before adjournment.
<br /> tf a quorum be no~' prescott at the time appointed for any ~eeting of the council,
<br />a majority of those present may immediately adjourn, but no member ~n attendance
<br />shall retire before adjournmen~ without the consent of a ~ajority of those present.
