July 26th~ 1960 <br /> <br />without dissenting vote: <br /> <br />On motion of Mr. Breed. love the following ordinance was approved on first reading, <br /> <br />"AN ORDINANCE ~OAMEND SECTION 8~1.51 OF THE C6DE OF THE CIT~ OF <br />PORTSMOUTH, VIRGINI,A, 1951, PERTAINING TO REMOVFJu REPORTS" <br /> <br /> 60-234 - "I submit the attached ordinance and recommend that it be placed on firs~ <br />reading. This ordinance establishes a new pay scale for firemen~and policemen." <br /> <br />Motion of Mr. Seward that the following ordinance be approved on first reading: <br /> <br />"AN ORDINANCE PROVIDING FOR THE CLASSIFICATION OF EMPLOY~E. This ordinance establishes a new payscale for other classified c~ty employees." <br /> <br />Motion of Mr. Breedlove that the following ordinance be approved on first ~eading: <br /> <br />'~AN ORDINANCE PROVIDING FOR~ THE CLASSIFICATION O~ EMPLOYMENT AND A COMPENSATION <br />PLAN FOR EMPLOYEES OF THE CITY3' <br /> <br /> Motion of Mr. Walker that the' proposed ordin~n6e be tabled until such ~time as the <br />official audit for 1959-60 ,has been received, by the Conncil, was lost, there being no second° <br /> <br /> Vote being taken on $~o Breedlove.'s motion, the ordinance was approved 6n firs~ <br />~eading, and by the following vote: <br /> <br />.Ayes: Smith, Barnes, ~reedlovp, Leary, Seward, Weiseman <br />Nays: Walker <br /> <br /> -Mr. Walker .made the followin~ s~a~emen% exp!aininE his vote: "I request that the <br />vote on t~is ordinance be recorded and that my vo~e be explaine~ by re~erence~o Item 60-172 of the Council <br />record of June 2~th, 1960." <br /> <br /> 60-236 - "I submit the attached letter from the City Attorney and concur in his <br />recommendat ~on. <br /> "From newspaper accounts and personal discussions with certain persons,, it appears <br />that some type of injuncti~e~ proceedings will be inst%tuted with resp~c~ to .the Lincelnsville Urban Renewal Pro- <br />jec~. Information presently available is that the City of Portsmouth will not be made a party defendant in thi <br />sui%. Because of the Co-Operation Agreement between the City and Portsmouth Redevelopment and Housing Autho- <br />rity, the City has a vital financial interest in this.proPOsed litigation and any delay in completion of the <br />projec= will add ~o the City's cost under the.agreement. F~r t~is reason, I respectfully urge that the Council <br />authorize and direc-t this office to take prompt action ~o intervene in and oppose ~ny legal proceedings directe, <br />against -the project. <br /> <br /> Motion of Mr. Breedlove ~o concur in the recommendation of the City Manager and that <br />the City Attorney be authorized to intervene inand oppose any.legal proceedings directed against this project, <br />was adopted, without dissenting vote. <br /> <br /> 60~237 - "It is in order to consider the election of a reprpsentative to the Metro7 <br />politan Government Plan Committee." <br /> <br /> <br />
