<br />Populated areas, such as City Park and the cemetery, the roate was discontinued We feel that the rou~i~ along
<br />Vice St. divides fairly evenly~the ~erritory.between Suf£olk Blvd. and mJo~nson Ave. and is quite close to most
<br />of the addresses listed on the petition -- 'and therefore recommend that the present routing should no~ be

<br />interested in the inclosed escerpts of the minutes of a special Liaison Committee considering nursin~ homes in
<br />Virginia. This committee is comPosed or representatives of the Virginia Medical Society, the State Department
<br />of Welfare, the State Department of Education, the State Commission on the Aging, the Virginia Nursing Home
<br />Association.
<br /> We believe the classification of skilled nursing homes, non-skilled care homes,
<br />and hemeS for the aged is a significaat forward s~ep in the important field of care for the aged.
<br />
<br /> Herewith, we offer full co-operation and will be interested in any comments you

<br /> "WHEREAS, we the members of the Portsmouth Junior Chamber of Commerce
<br />consider the existing laws governing the operation of .unmanned water craft in
<br />. the vicinity of a~tomo~ive land traffic as being inadequate to cope with existing
<br /> conditions and,
<br /> WHEREAS, due to this inadequacy in the present City Code, the life, limb
<br /> and proper~y of P. Winfield Tho~son, President, Portsmouth Junior Chamber of Commerce,
<br /> has been endangered, and,
<br /> I~4EREAS, this action has given P. Winfield Thomson the distinction of
<br /> being the only Portsmouth .Junior Chamber of Commerce President since the inception
<br /> of their worthy organization in 1R4{ to have been struck by a boat while operating
<br /> a mo~or vehicle on High St. in the~City of Portsmouth in the State of Virginia on
<br /> the 4th day of September in the year of our Lord 1960.
<br /> THEREFORE, Be it Resolved that the Portsmouth Junior Chamber of Commerce
<br />request the Chief of Police, the City Manager and the City Council of Portsmouth,
<br />Virginia, to take immed{ate action to prevent any.further endangerment to P.Winfield
<br />Thomson and any future Porzsmouth Junior Chamber of Commerce presidents from being
<br />hit by ~ boat while navigating the channels of High St. in proper nautical manner and
<br />be it.further resolved that a copy of this Resolution be sent to all of the above -
<br />mention'ed parties and the original be properly framed along with a print of the at -
<br />tached picture and presented to P. Winfield Thomson ~n appreciation ior his efforts
<br />and sacrifices in community improvemen~ for the .b~nefit of all future Jaycee Presidents.
