At a regular meeting of the City Council, held on Novsmber 22nd, 19tO, there were <br /> <br />R. Irvine Smith, Jack P. Barnes, W.R0 Breedlove, W.T. Leary, R.B. Seward, <br />George R. Walker, H. E. Weiseman, A.P. Johnson,Jr., City Manager, and <br />J.S. Livesay, Jr., City Attorney <br /> <br />The meeting was opened with prayer by Mr. Seward. <br /> <br />Minutes of regular meeting held on November 8th, 1960 were read and approved° <br /> <br />The following communications from.the Cigy Manager were read: <br /> <br /> 60~338 ~ ~'I submit the attached Ietter, from th~ City Attorney, with reference to taxes <br />paid on property taken by the Elizabeth River Tunnel Commission. I concur %hat the refund of these taxes be <br />authorized." <br /> <br /> Motion of' Mr. Barnes that the refunds be made as recommended by the City Manager, and <br />in accordance with the attached list, was adopted, without dissenting vote. <br /> <br /> 60-339 - 'I submit the attached agreement for the digging of graves in the City ceme- <br />teries and recomzaend that the proper officials be authorized t-o' sign. - This contracts the digging of graves for <br />a six months period. <br /> <br /> Motion of Mr. Breedlove to concur in the recommendation of the City Manager and that <br />the proper bity officials be authorized to sign the agreement, was adopted, without dissenting vote. <br /> <br /> 60-340 - "This ms to advise the Council that J. Brewer Moore has been employed as <br />Planning Director for the City of Portsmouth, effective November 1st, 196D, I would also like to submit my res- <br />ignation as a member of the Southeastern Virginia Regional Planning Commission with a request that the Planning <br />Director be appointed'to this Commission as of December <br /> <br /> Motion of Mr. Breedlove to approve the appointment of'the Plaflning Director and' to con- <br />cur in the recommendation that he succeed the City Manager as a member of the Southeastern Virginia Planning <br />Commission was adopted, without dissenting vote. <br /> <br /> 60-341 - "I submit the attached report for 'the-eliii~atioh of and prevention-of slums <br /> and blight, to be submitted to the Housin~ and Home Finance Agency. This is a reques~ fo~ recertification which <br />z~i~ an annual-requirement, but beginning this year, it requires approval by the City Council. <br /> The report o~tlines the progress of the City with refere~ce to Zonin~,Sub- <br /> divisions, Building Cede, Minimum Housing Cede, etc. I recommend that this report be approved by the City Coun- <br /> cil." <br /> Motion of Mr. Weisemnn that the report be approved was adopted, and by'the following <br /> vote: <br /> Ayes: Smith, Barnes, Breedlove, Leary, Seward, W~iseman <br /> Nays: Walker ' ' - <br /> <br /> 60-342 - "I submit the attached ordiDan~e and recommend that it be placed on first <br />reading. This closes a portion of South Street between Hamilton Avenue and the eastern boundary lifie of the <br />Virginia Real~y and ;Investment Company property. <br /> 'Also-attached hereto is the rePOrt of the viewers concerning the closing <br />of this street," <br /> <br /> On motion of Mr. Weiseman, the following report of viewer~ was received and the fol- <br />lowing ordinance was approved on first reading: <br /> <br /> "Pursuant to the order of appointment of the City Council for the City of Portsmouth, Va., <br />the below listed persons appointed as viewers for the purpose'of determining what, if any'indo~veniende would <br />result from the vacation of South St;. as bounded on the west by the eastern line of HamiltOn Ave. and bounded <br />on the east by the eastern boundary line of the s~bdivision of Virginia Realty amd Investment Conpany, as said <br />street is shown on the recorded plat of said subdivision (said plat is recorded in the Clerk's office of the <br />Circuit Court of Norfolk County, Virginia, in Map BoOk ?, at pages 98, 99-and 100)~ the underszgned respectfully <br />report unto this honorable hedy as follows: <br /> 1. That they have examined the street in question and believe there ~ould be no incon- <br /> venience to the general public, nor to those residents of the immediate area, ~hy the <br /> vacation of said street. <br /> 2. That the said street shows no signs of having ever been physically established as a <br />' ~oadway or other means of ingress and egress. <br /> 3.'
