December 27th, 1960, <br /> <br />At a regular meeting of the City Council, held on December 27th, 1960, there were <br /> <br />R. Irvine Smith, Jack P. Barnes, W, R. Breedlove, W. T. Leery, R.B. Seward, <br />George R. Walker, H. E. Weiseman, A. P. Johuson,Jr., City Manager, and <br />J. S. Livesay, Jr., City Attorney~ <br /> <br />The meeting was opened with prayer by'Mr~ Breedlove. <br /> <br />Minutes of regular meeting of December lath, 1960 were read and approved. <br /> <br />The Mayor extended New Year's greetings to the members of the Council and the citizens <br /> <br />'Of Portsmouth. <br /> <br />The following communications from the City Manager were read: <br /> <br /> 60-370 - "M~. Donald Sandie, representing OffTce Building Corporation, has request~ <br />the privilege of the floor. Mr. Sandie would like to speak with reference to parking facilities in the ares of <br />the ~rofessional Bl~ilding. It is in order to hear from Mr. Sand~e au this time." <br /> <br />On motion of Mr. Walker, the rules were suspended to hear Mr. Sandie. <br /> <br /> Mr. Sandie spoke, requesting parking meters mn th~ 300 block of Washington St., <br />help relieve parking condition in the vicinity of the Professional Building. <br /> <br />The_Manager stated that n study i~ ~eing made of the use of space behind Briggs School <br /> <br />for parkin~purposes. <br /> <br /> Motion of Mr. ~eedlove that the matter be referred to the City Ma?anger for study and <br />report, was adopted~ without dissenting vote. <br /> <br /> 60-371 - "! submit the attached ordinance and recommend that it be placed on first <br /> reading. This ordinance closes Nottawsy Avenue between Airline Boulevard and Brighton Street. It has been <br />approved by the Planning Commission." <br /> <br />On moron of Mr. Barnes, the following ordinance was approved on first reading: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF NOTTAWAY AVENUE, BETWEEN THE NORTH"NEST <br />LINE OF AIRLINEBOULEVARDAND THE SOUTH LINE OF BRIGHTON STREET" <br /> <br /> 60-372 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This ordinance authorizes the conveyance of surplus land at the t C Norcom School to the School Board. <br />This has been approved by the Planning Commission." <br /> <br />On motion of Mr. Breedlove, the following ordinance was approved on first rending: <br /> <br />"AN ORDINA/~CE 'TO AUTHORIZE ANDDIRECT '£~ CONVEYANCE OF TWO PARCELS OF EXCESS <br />"LAED AT ~THE I. C. ~NORCOM HIGH SCHOOL SITE TO THE SCHOOL BOARD OF THE CITY OF <br />PORTSMOUTH IN ORDER THAT SUCH EXCESS LAND MAY BE EXCHANGED FOR ANgT~ER scHOoL <br />SITE ELSEWHERE" <br /> <br /> 60-373 - "I submit the attached ordinance and recomm~end that it be placed on first <br />reading. This ordinance vacates a portion of a fifteen foot lane connecting Bob White St. and Cypress Road <br />between Log 46 and Lot D I on the Supplement to the Plat #2 Cedar Point. The vacating of a portion of this <br />lane is requested in order that the City can open up a forty foot street in place of the present lane." <br /> <br /> On motion of Mr. Weiseman, the following ordinance was approved on first reading: <br /> <br /> "AN ORDINANCE TO CLOHE A PORTION OF TBE FIFTEEN FOOT LANEEXTENDING FROM BOB <br /> %~iITE STREET TO CYPRESS ROAD LYING BETWEEN LOT 46 AND LOT D-1 ON THE SUPPLE- <br /> ME NT TO PLAT NO. 2, CEDAR POINT" <br /> <br /> 60-374 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This ordinance makes Mt. Vernon Ave. between High Bt. and Eamilton Ave. one-way with traffic proceeding <br />north. This is reqdes~ed due'to the street being so narrow and the congestion that is caused at High St. with <br />traffic turning 1aft into Mt. Vernon Ave.~ <br /> <br />On motion of Mr. Barnes, the following ordinance was approved on first reading: <br /> <br />"AN ORDINANCE TO AMEND ARTICLE VII OF CHAPTER 30 OF THE CODE OF T~ CITY OF <br />PORTSMOUTH~ VIRGINIA, 1951~ AS AMENDED, BY ADDING THERETO A NEW SECTION TO <br />BE NUMBERED SECTION 30-142.6~ RELATING TO ONE WAY TRAFFIC ON MOLrNT VERNON <br />AVENUE BETWEEN HAMILTON AVENUE ANDHIGH STREET" <br /> <br /> 60-375 - "I recommend the authorization of a quit-claim deed to Henry E. Lauterbach <br />to release the recapture clause in the deed of land at Broad St. and Western Branch Road. <br /> This was a stipulation when the land was sold that a building of so many <br />square fe~t Would b~ 'erecf~d withi~ a 6er~in length of'time. This has been complied with." <br /> <br /> Motion of Mr. Weise~an that'the proper officials be authorized to execute the agreement <br />was adopted, without dissenting vote. <br /> <br /> 60-376 '- "I submit the sttached ordinance and recommend that it be placed on first <br />reading. This ordinance authorizes the issuance of $2~300,000.0G/6eneral Obligation Bonds, to be dated April <br />1961. These bonds are to pay for the cost of construction of the Brighton School, Mimosa Road School and I.C. <br />Norcom addition and Woodrow Wilson addition and Highland Biltmore School. This also includes fu/~ls for the new <br />central fire alarm equipment and a school site on Elm Lane." <br /> <br />1st <br /> <br /> <br />
