<br />There being no further nominations, the Mayor declared nominations closed.

<br />Mr. Walker made the following statement:

<br /> '~hen the question of the election of an assessor is pu~ ~o a vo~e I expec~ ~o abstain.
<br />I ask that the Record of Council show:
<br /> ~nat I have abstained from voting for the assessor selected by the majority of Council
<br />without prejudice ~o the person selected, because of the alleged,unlawful situation wherein the stipulated
<br />date of certification of the annual sssessmen~ and the 5ax raEe are both se~ on I January while the annual
<br />budge~ is effective 1 July, making it impossible to lawfully use the annual assessmeu~ as s base rd which the
<br />ra~e can be applied to provide the revenue necessary for the expenses of the City for the ensuing year."

<br />E~PLOYEES OF THE CITY, TO PROVIDE A SALARY FOR THE OFFICE OF CITY ASSESSOR"

<br /> 61-47 - The following communication from Portsmouth Lodge No. 441, International Asso-
<br />cistien of Machinists, was read:

<br /> "I have been instructed by the officers and members of Local Lodge #441, International
<br />Association of Machinists, ~o write this letter of protest ~o you. Our protest is as follows:
<br />We., the officers an~i members-of Local Lodge #441, International Associatio~ of Machinists, wish to go on re -
<br />cord as opposing the action of the City Council concerning the issuing of a franchise to operate buses in the
<br />City of Portsmouth, Va, and Norfolk County, Ma., to.an unorganized bus,company. We feel that the franchise
<br />should go ~o an organized group of bus drivers, mechanics and company.. Thank you for your attention and at
<br />the same time hopiug that this letter will have some:small bearing on your decision, I remain - signed

<br /> Motion of Mr. Weiseman that the communication be acknowledged and referred to the
<br />cenfereuce on transit problems, was adopted, without dissenting' vote.

<br /> 61-48 - The following communication from the Pan American Union and resolution were
<br />read:
<br /> "On February 10th, President Kennedy issued a proclamation designating April 14th as
<br />Pan American Union Day end the period from Apri~ 9 to. April 14th as Pan American Week. In that proclamation,
<br />he caIled upon~tke~people of the. United States' ~o join in appropriate, observances of the occasion.
<br /> ~an American Da~ was first celebrated in 1930, in commemoration of the day in 1890 on
<br />which the American republics joined to form the association now known as the Organization of American States,
<br />and to re-affirm the spiritual unity of the peoples of the Western Hemisphere. Since then, th6 observance of
<br />the day has expanded into a celebration of Pan American Week in cities and ~owns through the Americas.
<br /> This year's celebration holds :special significance, marking as it does the seven~y-
<br />first anniversary of the founding of the Inter-American.system.;During the past seven decades, that system has
<br />been developed and s~rengthened to ~uch on every phase of the interdependent existence of the peoplesof the
<br />Americas: the maintenance of peace within the Hemisphere, securit~ from attack from without; the 'common allegiJ
<br />ance of democratic institutions; the furtherance of justice; and the prombtion of economzc, social, and cultur
<br />al development. Constantly seeking new fields in which progress may be achieved through international co-opera~

<br /> On motion of N_r. Barnes, the Mayor was authorized ~o draft and sign a proper proclama-
<br />tion, calling on merchants,~ c$vic orgsnizatins, e~c.., ~o join in the celebration of Pan American Day and Pan
<br />American Week.

<br /> 61-49- Motion of Mr. Weiseman to suspend the rules to hear from. Mr. Wnukoski was
<br />adopted.
<br /> Mr. Pete Wnukoski spoke regarding drainage eondition~ holes in streets, in Westhaven
<br />Park. Mr. Wnukoski referred to an accident in which Nlr. Ge~don,'s car was involved. Mr. Don Gordon presented
<br />a bill for repairs to his car, which he said were made necessary because of the condition of Duke St.
<br />
<br />On motion, this matter was referred ~O the City Manager for investigation and report.
