"Additional properties have been acquired by the Elizabeth River Tunnel District for <br />the second tunnel where the former owner had prepaid the 1960 real estate taxes. <br /> <br /> Refunds should be made to th~ persons and in the amountE hereinafter indicated: <br /> <br />Name Parcel Nol Amount <br /> <br />James W. Smith 94-38 $2.55 <br /> <br />Vincent T. Shea and <br />Vivian K. Shes <br /> <br />76-74 & 76-75 $16.68 <br /> <br /> Since aeither of these items is in excess of $100.00, payment may be authorized by <br />resolution of the Cguncil. <br /> <br /> Motign of 1ir. Breedlove to authorize the~e ~efunds was adopted, without dissenting vote. <br /> <br /> 61-37 - "I submit the attached tentative budget fop the'Virginia Pubiic Assistauce~Fund. <br /> It is not necessary for the City Council tO take any action on the Budget at this time. <br /> This'is being submitted to the State Department of W~lfare for their approval and will <br />be returned to the Council for approval at a later date. <br /> ~his is being submitted for your information." <br /> <br /> Motion of Mr. Weiseman to acknowledge the communication and receive as information was <br />adopted, withght dissenting vote. <br /> <br /> 61-38 - The City Manager reported on a mat~er relative to,drainage conditions in Simons- <br />dale and Cedar Point, referred to him at last meeting,-snd asked for~ an extension of time for a complete report <br /> <br /> Motion of Mr. Breedlove to concur in the Manager's request and that he be granted per- <br />mission to bring ~n s full report at the next meeting of the Council, was adopted, withou~ dissenting vote. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />and read: <br /> <br />61~20 - The following ordinance approved on firs~ reading at last meeting, was taken up <br /> <br />'~N ORDINANCE TO AMEND SECTIONS 30-161 ~nd 30-164 O~ ~IE CODE <br />OF THE CITY OF PORTSMOUTH, VIRGINIA, 1951, AS AMENDED, RELATING <br />TO OFF STREET PARKING, SO AS TO ESTABLISH DINWIDDIE SQUARE <br />PARKING LOT" ..... <br /> <br />On motion of Mr. Barnes, the ordinance was adopted, and by the following vote: <br /> <br /> Ayes: Smith, Barnes, Breedlove, Leafy, Seward, Walker, Weiseman <br /> Nays: None <br /> <br />61-22 - The following ordinance, approved on first reading at last meeting ~as taken up <br /> <br />and read: <br /> <br />"AN ORDINANCE TO AUTHORIZE AND DIRECT THE CONVEYANCE OF THREE <br />PARCELS OF LAND WITHIN THE LINCOLNSVILLE REDEVELOPI~ENT PROJECT <br />~0 THE PORTBMOUTHREDEVELOP~ENTAND HOUSING AUTHORITY" <br /> <br />On motion of Mr. Seward, the ordinance was adopted, and by the following vote: <br /> <br />Ayes: <br />Nays: <br /> <br />Smith, Barnes, Breedlove, Leary, Seward, Walker, Weiseman <br />None <br /> <br /> 61-27 - A refund of $4.93 to Joe H. Williams, overpayment on personal property tax, <br />approved on first reading at last meeting, was taken up. <br /> <br />On motion of Mr. Barnes,~refund was granted and by the following vote: <br /> <br />Ayes: Smith, Barnes, Breedlove, Leafy, Seward, Walker, Weiseman <br />Nays: None <br /> <br />- NEW BUSINESS - <br /> <br />61-39 - The following communication from the Downtown Portsmouth Association was read: <br /> <br /> "On behalf~of theExecutive Committeeof the Downtown Portsmouth Association I would <br />like to take this opportunity ~o congratulate you and the City Council for its foresighted and realistic <br />views in connection with the redevelopmen~ program under consideration in the Parkview area. <br /> It is our opinion that such a move would lend economic strength to' a very desirable <br />section of our city; a~d's~ch s program would be a great bgnefit to 'these home owners in and around this <br />section. <br /> Again, in behalf of the Downtown Association I have been instructed to'extend to you <br />and the Cit?Council our approval of such progressive action and for your willingness to sssist property <br />owners in preserving this desirable ~eighbo'rhood."
