61-64 - The following communication from Carl E. Garrett was read:

"I write you ~n connection with:the transportation problem which many have brought
to your attentio~ with letters, petitions and peNsonally appearing at the City Council meeting on February
1961. This is my second letter I have wrote to City Council. I hope ~ou.wilt permit this to be read at your
~ext ~onncil meeting, so I may express my feelings about the action that was not taken and to express my disap-
pointment in the City Council of which I am now a part of due to annexation. After a private conference with
all 7 councilmen on Feb.' Z8~h during a recess of Council m~eting., c~lled fo~ that purpose, we were told by City
Council that due to current negotiations concerning public transportation, it would ~ot be proper for Council to
gran~ a for-hire permit and 2nd the Court had spoken and that was that. Now I ask 1st ' is it proper for us to
be denied transportation that we have ~O~$d and appreciated for so long2' Is that less proper or less impor-
tant than negotiations with a company pro~en ~o be inadequate, unacceptable and rejected by so many?"
Second, I would like to ask, wis it not because of unconcern and greed and the
action of the same. company that .caused our private buses .to cease operating creating ill feeling and unhappiness{
a~d the cause of the trouble to begin with. I would also like to point out that we did not have any trouble wit~
the transportation sys<em-an~til:'~c~w~re'~ke~u.~to'the City and only the~ after City Council permitted the same
company to operate in the annexed area. So perHaps gTC was not the o~ly QneS to be lax in judgment. Maybe they
s~o~ld not have been granted exclusive rights in the a~uexed area to begin with. I feel this is a problem that
the anme~ation is responsible for. So therefore if the Council can not give us relief, who can?
I thank you for giving me an opportunity go express my own opinion, and I feel
there are many others who feel at least partially the way I do. Thank you, gentlemen, and I wish each of you go~
luck, God's speed, emc."

Motion of Mr. :Breedlove to acknowledge and refer to the conference on the transit
problem, was adopted, without dissenting vote.
