Livesay, Jr., City ~tto~ney; ' <br /> <br />The meeting was opened with prayer by Mr. Sevmrd'. <br /> <br /> The following roports from the City Managor were read: <br /> <br /> 61-52 - "Bids wero opened at 12:00 o'clock noon March 10th, 1961, for option ~o <br />purchas~ City owned property on the north -sido of-Alton Parkway.There was one bid ¢ubmitted by the Post 0ffico <br />Departmont in the amount of $31,860.00. The Post Offico Department dosires to acquire this property for a Post <br />Office site. The option is for a period of 360 days and I recommend that I be authorized to negotiate the option." <br /> <br /> Motion of Mr. Weiseman to concur in the recommendation of the City Manager was adopted, <br />without dissenting vote. <br /> <br /> 61-53 - "Bids were opened ~t 12:00 noon, March' lOth, for the lease of the Portsmouth <br />Stadium for professional baseball. The lease is for a term of four years. One bid was received from the Tide- <br />water Baseball Clhb under the same lease arrangement as is presently enforced with this organization. <br /> I recommend that I be authorized to sign a lease with the Tidewater Baseball <br />Club for the use of the sta~i~m." : <br /> <br /> - -Motion of Mr. Breedtove 'to"conc;ur in the recommendation o~ the City Manager and that <br />the following ordinance be approved on first reading, was adopted, without d~ssenting vote: <br /> <br />"AN ORDINANCE TO LEASE PORTSMOUTH STADIUM' FOR TiiE PLAYING OF PROFESSIONAL <br />BASEBALL DURING THE }962 SKY,SON, WITH OPTIONA~-RENEWALS FOR THREE ADDITIONAL <br />S~6ONS, TO THE TIDEWATER TIDES BASEBALL CLUB, k DIVISION OF TiIE WILLIAM B. <br />MACDONALD, JR. CORPORATION" <br /> <br /> 61-54 - "Bids were opened at t2100-o'clock nodn on March 10th, 1961, for the sale of <br />lots 16 and 17 in block 6 at tho corner of Ash and Whitson Sts. One.bid was received from Darrell Lang, in the <br />amount of $451.00. I recommend that this property bo sold ~o Mr."Lang for $451o00." <br /> <br /> Motion of Mr. Weiseman to concur in the recommendation of the City Manager, was adopte~, <br />without dissenting vo~e. <br /> <br /> ~ 61-55 - "I submit the attached agreement between the State Highway Department and the <br />City of Portsmouth a~nd'recommend ~hat <br />the <br /> · mprovement of Airline Boulevard from High St. to the Old City limits, <br /> This~agreement stipulates the City's cost in this project in the amount of <br />$184,341.00." <br /> <br /> Motion of Mr. Barnes to concur in the recommendation of the City Manager was adopted, <br />without dissenting vote.. <br /> <br /> 6 -56 - Thorough study of~ th~. d, rainage situation at Simonsdale School and also Jacque7 <br />lyn Drive and Teal St. ~ mad.e y. ~ g p y -] <br /> has been b. the Public Works Department. The feasibility of providin tom orar re <br />lief at the Simonsdale School by dzgglng ditches was considered, b~t it is~ felt th;at this would not be satisfac- <br />tory being so close to a school area. <br /> The drainage problem at Jacquelyn Drive ~s created to a large extent by the <br />drainage ditch continually caving in and the collection of trash and. debris. To properly correct the condition <br />atthe -'~imonsdale School will require an expenditure of approximately $206000.00. <br /> It was anticipated that this work would be done along with the sowarage pro- <br />gram for the 8imonsdale area;- however, this program has not proceeded as rapidly as we had hoped. To correct the <br />drainage condition at Jacqnelyn Drive would require an expenditure of approximately $5,500.00 for the piping of <br />the open ditch and resetting and repairing the presen~ drainage lines instailed. <br /> Due ~o the' drainage condition in these areas, I recommend we be authorized to <br />proceed with the construction of these drainage lines and that it be charged to the Capital Improvement Fund." <br /> <br /> Motion of Mr. Barnes ~o concur in the recommendation of the City Manager was adopted, <br />without dissenting voze. <br /> <br /> 61-57 - "I recommend that I be authorized to charge off old uncollectable water bills <br />in the amount of $73,911.g4. To be applied against this amount are guarantee deposits in the amount of $29,18g.21 <br />for a net charge-off of $44,723.63. This represents uncollectable accounts from January 1st, 1956 to June 30th, <br />1959, covering the period provious to our chan~ing our water billing system. <br /> E~ery effort has been made to collect these accounts and it is not feasible <br />to pursue the collection of these accounts any further." <br /> <br /> Motion of Mr. Weiseman to concur in the recommendation of the City Manager was adopted <br />without dissenting vo~e. <br /> <br /> 61-58 - 'I recommend that an appropriation in the amount of $25,000.00 for the City <br />~ssessor's office be placed on firs~ readi~l~i This is for the balance of tho fiscal year ending June 30th, 1961 <br />and is to cover expenses estimated as follows: <br /> <br />Salaries <br />Supplies and Equipment <br /> <br />$16,500.00 <br /> 8,500.00. <br /> <br /> Motion of Mr. Breedlove to place an appropriation of $25,000.00 for said purpose on <br />first reading, was adopted, without dissenting vote. <br /> <br /> <br />
