March 21~t. 1961 ~At a called meeting of the City Council, held on March 21st, 1961, there were present: Jack P. Barnes, W. ~. Breedlove, W. T. Leafy, R. B. Seward, Geo~ge'R. Walker, H.'E~ Weiseman] A.P. Johnson, Jr., City Manager; and J. S. Li~esay, City Attorney. Vice President R.B. Seward in the Chair. The m~eting was opened with prayer by Mr. Weiseman. The fellowing eall for the meeting was read: "Please att'end a called meeting of the City Council, in the Council Chamber, az 7:30 P.M., on Tuesday, March 21st, 1961, to consider the adoption of the following ordinance, which was approved on f~rst r~ding at'the meeting of the City Council on March 16th, 1961: 'AN ORDINANCE TO AMENDC~p~R 16 OF THE CODE OF THE*CITY OF PORTSMOUTH, VIRGINIA, 1951~ AS A~ENDED, BY'ADDING THERETO~A NEW ARTICLE TO BE N]IMB~RED ARTICLE V, CONSISTING OF SECTIONS 16-58 ~o 16-66, INCLUSIVE, TO DEFINE ENPLOYEE HAULERS, PROVIDE FOR ISSUANCE OF CERTIFICATES OF PUBLIC CONVENIENCE AND NECES- SITY THERETO, AND OTHERWISE REGULATE THE SA~E, AArD PRESCRIBING PENALTIES FOR VIOLATION THEREOF' By order of the President." 61~79 On motion ofMr. Breedlove, the foilowing ordinance, approved on first reading a~ last meeting~ 2was adopted~ and by the following vo~e: 'AN ORDINANCE TO AMEND CHAPTER 16 OF THE CODE OF THE CITY OF PORTSMOUTh, VIRGINIA, 1951, AS A~ENDED, BY ADDINGTHERETOA N~N'ARTICLETO BE~.Nr0~KBERED ARTICLE'V, CONSISTING OF SECTIONS 16-58 to 16-66, INCLUSIVE, TO DEFINE E~PLOVEE HAULERS, PROVIDE FOR ISSUANCE OF CERTIFICATESOF PUBLIC CONVENIENCE ~YD NECES- SITY T~RETO, AND OTI~RWISE REGULATE THE SA~E; AND PRESCRIBING PENALTIES FOR VIOLATION THEREOF' Ayes: Barnes, Breedlove, Leary, Seward, Walker, Weiseman Nays: None On motion adjourned.
