July 25th~ 1961 <br /> <br />the tight federal and state control over the administration of <br />the welfare program which has resulted in mushrooming cosns and <br />a permanenn dole constituting a stigma and a disgrace no the <br />stature of a free and responsible people, and appealing for the <br />help of its representatives in the Contress of the United States <br />and in the General Assembly of Virginia no revise existing state <br />and federal regulations in order to return connrol and supervision <br />of the welfare program to the local level, and <br /> W}IEREAS, during the last two years the cosn has moved <br />upwards, the rolls have increased, and the legislative dampeners <br />co the voice of the people at the scene remain intact upon the <br />books, <br /> NOW~ THEltEFORE~ BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that the sense of the abovementioned <br />resolution remains the same as of this date and the urgency of <br />the appeal contained therein increases annually, and that the <br />representatives of the City of Portsmouth, Virginia in the <br />Congress and in the General Assembly are hereby reminded of the <br />said resolution and again ~rged to take the necessary corrective <br />action, <br /> BE IT FURTHER RESOLVED that copies of these resolutions <br />be forwarded by the City Clerk to all members of the Congress <br />of the United States and the General Assembly of Virginia repre- <br />senting the people of this City, and that copies also be foz- <br />warded no the governing bodies of the Cities of Norfolk, South <br />Norfolk, Virginia Beach, Suffolk, Newport News and Rampton, and <br />the Counties of Norfoik~ Princess Anne and Nansemond" <br /> <br />Motion of Mr. Walker to adopt the resolution was lost, there being no second. <br /> <br /> Motion of Mr. Walker tha~ the problem of curbing and controlling welfare expenditures <br />be referred to the City Manager and that the welfare plan of the City of Newburgh, New York be referred no an <br />early conference of the Council was adopted, withont dissenting vone. <br /> <br />61-216 - The following cormnunication from C. S. Atkinson was read: <br /> <br /> "In order that I may serve on the Portsmouth, Virginia City Counci~ it becomes <br />necessary that I submit to Council my resignation from the Planning Cormnission. <br /> I wish no convey my sincere appreciation to the Council and members of the <br />Planning Cormnission for the many courtesy's shown to me during my period of membership on the Commission." <br /> <br /> Motion of Mr. Barnes that the resignation be received with regrets and congratulations <br />was adopted, without dissenting vote.
