<br />At a regular meeting of the City Council held on July 25th, 1961, there were present:
<br />
<br />R. Irvine Smith, C, S. Atkinson, Jack P. Barnes, W. T. Leery, George R. Walker,
<br />M. E. Weiseman, A. P. Johnson, Jr., City Manager, and J. S. Livesay, Jr., City Attorney
<br />
<br />The Clerk presented the oath of office of C. S. Atkinson.
<br />
<br />The meeting was opened with prayer by Mr. Weiseman
<br />
<br />The Mayor greeted Mr. Atkinson as a new member of the City Council.
<br />
<br /> Minutes of regular meeting of'July llth, 1961 and special meetings of July 20th and 24th,
<br />1961 were read and approved.
<br />
<br /> Mr~ Walkerrquestioned the minutes as read, stating that since his letter to the City
<br />Attorney relative to the appropriation of funds to the General Fund had been recorded in the Council minutes
<br />of June 27th, 1961, the reply from the City Attorney, addressed to him, should have been recorded in the
<br />Council minutes of July llth, 1961, at which time it was read, and he asked that the record show his objection
<br />to this omission from the minutes.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 61-202 - "I submit the attached resolution and recommend its adoption. This commends
<br />William R. Breedlove for his services as a City Councilman."
<br />
<br />On motion of Mr. Barnes, the following resolution was adopted without dissenting vote.
<br />
<br /> "WHEREAS, this Council has accepted with regret the resignation
<br />of William R. Breedlove from the office of Councilman; and
<br /> RR{EREAS~ each member of the Council knows of the tremendous
<br />demands of the office of Councilman in time and effort, and the
<br />strains placed upon the primate and business affairs of those
<br />holding that office; and
<br /> Wt{EREAS, in three years of service as Councilman, during two
<br />of which he served as Vice Mayor, William R. Breedlove not only
<br />attended every meeting and conference of the Council, but also
<br />gave innumerable other hours to the conduct of the said offices.
<br /> NOW, TREREFORE, BE IT RESOLVED by the Council of the City
<br />of Portsmouth, Virginias that the appreciation of the citizens
<br />of this City for the services rendsred by William R. Breedlove as
<br />Councilman and Vice Mayor of this City be expressed and conveyed
<br />to the said William R. Breedlove.
<br /> BE IT FURTHER RESOLVED, that a copy ~ these resolutions be
<br />spread upon the minutes of the City Council, and a copy be pre-
<br />sented to the said William R. Breedlove~"
<br />
<br /> 61-203 - "I recommend that city owned land south of Elliott Avenue extended be adver-
<br />tised for sale. This is surplus land created by the extension of Elliott Avenue from Deep Creek Boulevard to
<br />Frederick Boulevard.
<br /> We expecn to open this street in the very near future This has been approved
<br />by the Planning Commission."
<br />
<br />Motion of Mr. Barnes to concur in the Manager's recommendation was adopted, without
<br />
<br />dissenting vote.

<br /> 61-204 - "I recommend that city owned land consisting of Lots 139 and 140 on Pinner Avenue
<br />for sale.
<br /> These lots are not needed by the city, and we have had a request for the purchas~
<br /> This has been approved by the Planning Commission."
<br />
<br />Motion of Mr. Weiseman to concur in the Manager's recommendation was adopted, without
<br />
<br />dissenting vote.
<br />
<br /> 61-205 - "I recommend that I be authorized no execute a deed releasing part of an easement
<br />on Lot 148 B North Truxton. This release is requested to enable the property owner of Lot 148 B to construct
<br />an addition to his house.
<br /> This is a forty foot easemenn through this property and is only used for a sewer
<br />line constructed through the easement.
<br /> The Public Works Department has approved this release as not affecting the sewer
<br />line."
<br />
<br /> Motion of Mr. Leary to concur in the City Manager's recommendation that he be authorized
<br />to execute the deed, was adopted, without dissenting vote.
<br />
<br /> 61-206 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This amends Section 5 of the ordinance adopted March 28th, 1961 authorizing the General Neighborhood Renewal
<br />Plan. Federal officials have requested this amendment with reference no approving the plan.
<br /> In Section 5 the words 'given consideration' have been deleted and the words
<br />'used to the fullest extent feasible' have been substituted.
<br />
<br /> On motion of Mr. Weiseman the following ordinance was appreved on first reading, without
<br />dissenting vote. (Mr. Atkinson abstaining)
<br /> "AN ORDINANCE AMENDING SECTION 5 OF THE ORDINANCE ENTITLED 'AN ORDINANCE APPROVING
<br /> THE PREPARATION OF A GENERAL RENEWAL PLAN IN CONNECTION WITH PROPOSED RKDEVELOPMENT
<br /> PROJECTS, AifD FILING OF AN APPLICATION FOR FEDERAL ADVANCE OF FUNDS,' WHICH WAS
<br /> ADOPTED MAitGH 28, 1961."
