"At the August 1961 regular meeting of this league, it was voted to request City Council
to offer free water and service connection to the Methodist College Committee as an inducement to locate on
the west side of the Elizabeth River.
The City of Portsmouth need not stand idly by and allow the proposed Methodist College
to locate on the east side of the Elizabeth River, without an effort being made to encourage the Methodist
Committee to choose the Portsmouth side as their location.
Portsmouth is spending thousands of dollars to advertise the City in their efforts to
get industry to locate in this area. Why mot spend a few hundred dollars on a sure thing by offering free
service water lines to the college meter and free water for a period of five or ten years?
Water is something Portsmouth can well afford to give for this very worthy cause, as
there is no shortage of water hem By giving free waner and service, the City will stand to gain a hundred
fold and over in monies paid into the City by this new industry being located in this area.
According no news accounts, the decision of the location of this college will be made
in September. It is the hope of this league that~Council will act favorably on this suggestion, and make the
offer so attractive that it will be hard for the Methodist Committee to turn it down."

Motion of Mr. Barnes to refer to a conference was adopted without dissenting vote.

61-232 - Mr. Walker presented a paper on urban renewal in Indianapolis, Indiana.

61-233 - Motion of Mr. Barnes that a letter be directed to Captain B.
