At a called meeting of the City Council, held at eleven A.M. on August 10th, 1961, there <br /> <br />R. Irvine Smith, C. S. Atkinson, Jack P. Barnes, W.T. Leary, George R. Walker, <br />H. E. Weiseman, A.P. Johnson,Jr., City Manager. <br /> <br />The meeting was opened with prayer by Mr. Weiseman. <br /> <br />~he following call for the meeting was read: <br /> <br /> "Please attend a called meeting of the City Council at eleven A.M. on Thursday, August <br />10th, 1961, for the purpose of filling the vacancy on the City Council. By order of the President." <br /> <br /> 61-234 - Mr. Walker arose to a point of order, stating that the meeting had been ille - <br />gally called, since the notices did not leave the City Cl~rk's office until 10:00 A.M., and were not delivered <br />to each individual Councilnmn in accordance with Be~'ti6n =~3 of the Rules for Government of City Council. <br /> <br /> The Chair ruled Mr. Walker out of order, stating that the notices had been sent as usual <br />and since his notice arrived at ten A.M., others could have been received twenty four hours before the meeting, <br />which is the requirement. <br /> <br />by the following vote: <br /> <br />Mr. Walker appealed from the decision of the Chair. <br /> <br />Motion of Mr. Weiseman to uphold or sustain the decision of the Chair was adopted and <br /> <br /> Ayes: Smith, Atkinson, Barnes, Leafy, Weiseman <br /> Nays: Walker <br /> <br /> 61-235 - Motion of Mr. Barnes to go into the nomination of a Councilman to fill the <br />unexpired term of Mr. Seward was adopted by unanimous vote. <br /> <br /> Fir. Weisemau nominated John L. Dillon <br /> <br /> Mr. Walker nominated John B. Turtle <br /> <br /> Motion of Mr. Leary to close the nominations was adopted~ without dissenting vote. <br /> <br /> Vote being taken, Mr. Dillon was elected a member of the City Council, to fill the unex- <br />pired term of Mr. Seward, which term expires June 30th, 1962, and by the following vote: <br /> <br /> For Mr. Dillon: Smith, Atkinson, Barnes, Leafy, Weiseman <br /> For Mr. Turtle: Walker <br /> <br /> The Mayor announced that Mr. Dillon had been alected a member of the City Council, for <br />a term expiring June 30th, 1962. <br /> <br />On motion adjourned. <br /> <br />City Clerk <br /> <br />Approved - <br /> <br /> President. <br /> <br /> <br />
