At a called meeting of the City Council, held at eleven A.M. on August 10th, 1961, there R. Irvine Smith, C. S. Atkinson, Jack P. Barnes, W.T. Leary, George R. Walker, H. E. Weiseman, A.P. Johnson,Jr., City Manager. The meeting was opened with prayer by Mr. Weiseman. ~he following call for the meeting was read: "Please attend a called meeting of the City Council at eleven A.M. on Thursday, August 10th, 1961, for the purpose of filling the vacancy on the City Council. By order of the President." 61-234 - Mr. Walker arose to a point of order, stating that the meeting had been ille - gally called, since the notices did not leave the City Cl~rk's office until 10:00 A.M., and were not delivered to each individual Councilnmn in accordance with Be~'ti6n =~3 of the Rules for Government of City Council. The Chair ruled Mr. Walker out of order, stating that the notices had been sent as usual and since his notice arrived at ten A.M., others could have been received twenty four hours before the meeting, which is the requirement. by the following vote: Mr. Walker appealed from the decision of the Chair. Motion of Mr. Weiseman to uphold or sustain the decision of the Chair was adopted and Ayes: Smith, Atkinson, Barnes, Leafy, Weiseman Nays: Walker 61-235 - Motion of Mr. Barnes to go into the nomination of a Councilman to fill the unexpired term of Mr. Seward was adopted by unanimous vote. Fir. Weisemau nominated John L. Dillon Mr. Walker nominated John B. Turtle Motion of Mr. Leary to close the nominations was adopted~ without dissenting vote. Vote being taken, Mr. Dillon was elected a member of the City Council, to fill the unex- pired term of Mr. Seward, which term expires June 30th, 1962, and by the following vote: For Mr. Dillon: Smith, Atkinson, Barnes, Leafy, Weiseman For Mr. Turtle: Walker The Mayor announced that Mr. Dillon had been alected a member of the City Council, for a term expiring June 30th, 1962. On motion adjourned. City Clerk Approved - President.
