September 12th, 1961 At a regular meeting of the City Council, held on-September 12th, 1961, there were present: R. Irvine Smith, C. S.. Atkinson, Jack P. Barnes, John L. Dillon, W.T. Leafy, George R. Walker, H. Earl Weiseman, A.P. Johnson,Jr., City Manager, and M.A. Korb, Jr., City Attorney~ The meeting was opened with pr~¥er by Mr. Atkinson. Minutes of regular meeting of August 22nd, 1961 and special meeting of August 29th, 1961 wer~ read and approved. The following reports from the City Manager were read': 61-250 - "I submit the attached resolution and recormnend its adoption. This resolution establishes the bus routes and headways for the Community Bus Company when it begins operations September 17th, 1961." Motion of Mt. Walker to defer action on this until after consideration of Item ~1 under 'Unfinished Business' was adopted without dissenting roue. 61-251 - "I submit the a~tache~resolution and recormuend its adoption. This resolution establishes a plan f0r.th~ ~enui~ber±ng of houses necessitated by the ch'anges~ of-street names- and~the elimination of duplicate numbers on certain streets. These changes will be effective November 12tb~ 1961, except for the north-south streets north of High St. and east of~ but not including Peninsula Avenue (First Avenue) which numbers will be changed October 15th, 1961." On motion of Mr. Weiseman, the following resolution was adopted, without dissenting vote: "WHEREAS, Section 5-5 of the Code of the City of Portsmouth, Virginia, 1951, provides for a system of house numbers in the City of Portsmouth, in accord- ance with plans adopted and established by the City Council; and WHEREAS, effective 12:01 A.M., November 12, 1961, the names of certain streets and portions of streets in the City of Portsmouth will be changed; and WI-IEREAS~ the renumbering of houses is a part of the overall plan of street name changing and clarification of existing confusion in numbering on certain streets is necessary in the interest of the public health and safety. NOW, THEREFORE, BE IT RESOLVED by the Council o£ the City of ~ortsmouth, ~irginia, that the following plan for numbering of houses in the City of Portsmouth is hereby adopted and established in accordance with Section 5-5 of the City Code (all refez- ences are to street names as same shall be known after November 12, 1961): 1. NORTH-SOUTH STREETS IN AREA EAST OF SECOND TUNNEL HIGHWAY, NORTH OF HIGH STREET: (a) High Street to Glasgow Street - 400 block (b) Glasgow Street no line of B Street, Booker Street and Waverly Boulevard- 500 block. (c) Line of B Street, Booker Street and Waverly Boulevard no line of Leckie Street and Craford Place - 200 block. (d) Line of Leckie Street and Craford Place to line of Spratley Street- 100 block (e) Line of Spratley Street to Scott's Creek 00 block. 2. HIGH STREET -EXTENDED TO CHURCHLAND BRIDGE FROM CUMBERLAND AVENUE: 3500 block through the 3900 block 3. W~STERN BRANCH BOULEVARD AND PRINCETON PLACE OFF HIGN STREET: 3500 block through the 3700 block 4. AUGUSTA AVENUE FROM WINCHESTER DRIVE TO WESTERN BRANCH OF THE ELIZABETH RIVER: 4400 block through the 5000 block 5. ARLINGTON~PLACE~ WINCHESTER DRIVE: (a) East of Airline Boulevard through 3700 block (b) Airline Boulevard to Caroline Avenue - 3800 block through the 4200 block 6. CAROLINE AVENUE AND GNEENWAY COURT, EAST, NORTH AND WEST: (a) East of Airline Boulevard - 3900 block (b) Airline Boulevard to Elizabeth River - 4000 block to 5000 block 7. ELM AVENUE-EXTENDED TO JORDAN BRIDGE FROM VICTORY BOULEVARD: 3900 block
