October 17th~ 1961 <br /> <br />At a special meening of the City Council, held on October 17th, 1961, there were present: <br /> <br />H.E. Weiseman, C.S. Atkinson, Jack P. Barnes, John L. Dillon, W.T. Leery, <br />George R. Walker, A.P. Johnson,Jr., City Manager, and J.S. Livesay,Jr., <br />City ktCorney. <br /> <br />The meeting was opened with prayer by Mr. Barnes. <br /> <br />The following call for the meeting was read: <br /> <br /> 'You are requested to attend a special meeting of the City Council, in the Council Chamber, <br />at 7:30 P.M., on Tuesday, October 17th, 1961, no consider the following: <br /> 1. Ordinance on second reading: <br /> "AN ORDINANCE TO AUTHORIZE THE ISSUANCE OF FIVE MILLION SIX RIlNDRED <br /> THOUSAND DOLLARS OF BONDS TO BE KNOWN AS WATER BONDS FOR THE PURPOSE <br /> OF MAKING IMPROVEMENTS, EXTENSIONS AND ADDITIONS TO~HE SYSTEM OF <br /> WATER WORKS OF THE CITY, PURSUANT TO SECTION 127, CLAUSE B, OF THE <br /> CONSTITUTION OF VIRGINIA, AND CHAPTER '1~.1 OF TITLE 15 OF~ ThlE CODE <br /> OF VIRGINIA, 1950" <br /> <br /> 2. Resolution directing the City Attorney to presenn to Court a certi- <br /> fied copy of the ordinance providing for the issuance of $5,600,000. <br /> of Water Bonds and to take steps necessary to cause the question of <br /> issuing the bonds to be submitted to the qualified voters of the City. <br /> <br /> 3. Ordinance on second reading: <br /> "AN ORDINANCETO AMEND SECTIO~30-i40 OF THE CODE OF THE CITY OF <br /> PORTSMOUTH, VIRGINIA, 1951, AS AMENDED, TO MAKE THAT PORTION OF <br /> QUEEN STREET BETWEEN SECOND AVENUE AND FIFTH AVENUE A TWO-WAY STREET" <br />By Order of the President." <br /> <br />61-299 - The following 'waiver' ~rom Mayor Sr~ith, dated September 14th, 1961, was read: <br /> <br /> "I shall be absent from the City on an extended trip of approximately one month; . <br />therefore, I could eot attend any special called meetings of the City Council should such a meeting be necessary. <br />In order not to prevent prompt action by the City Council should the same be required during my absence, I hereby <br />waive the giving of notice to me of special called meetings and items to be acted upon at such meetings until <br />~urther advice to you. Signed - R. Irvine Smith." <br /> <br />up and read: <br /> <br />61-289 - The following ordinance, approved on first reading at last meeting, was taken <br /> <br /> "AN ORDINANCE TO AUTHORIZE THE~ IssuANCE OF FIVE MILLION SlX HUNDRED <br /> THOUSAND DOLLARS OF BONDS TO BE KNOWN AS WATER BoNDs, FOR THE PURPOSE <br /> OF MAKING IMPROVEMENTS, EXTENSIONS AND ADDITIONS TO THE SYSTEM OF <br /> WATERWORKS OF THE CITY, PURSUANT TO SECTION 127, CLAUSE B OF TEE <br /> CONSTITUTION OF VIRGINIA, AND CHAPTER 19.1 OF TITLE 15 OF THE CODE OF <br /> VIRGINIA~ 1950" <br /> <br /> Motion of Mr. Barnes to amend by correcting the spelling of the word 'annually~ in the <br />last paragraph on page ~2, was adopted, without dissenting vote. <br /> <br />vote: <br /> <br />On motion of Mr. Barnes, the ordinance, as amended,.:was adopted, and by the following <br /> <br />Ayes: Weiseman, Atkinso~, Barnes~ Dillon, Leery <br />Nays: Walker <br /> <br />61-300 - The following resolution was read: <br /> <br />"Be it Resolved by the Council of the City of Portsmouth, Virginia, <br />that the City Attorney' be and he is hereby directed to present to <br />one of the courts of the city having jurisdiction, or to the Judge <br />thereof in vacation, a duly certified copy of the ordinance providing <br />for the issuance of 85,600.000.00 of Water Bonds, and to take such <br />steps as may be necessary and proper to cause to be submitted to the <br />qualified voters of the City the question whether the bonds provided <br />in the ordinance shall be issued." <br /> <br /> On motion~of Mr. Leary, the resolution was adopted, and by <br /> <br />.......
