<br />"I move the following substitute motion - that Council approve a resolution of invi-

<br />ration, as follows:
<br />
<br />'WHEREAS, in recent weeks there has erupted a rash of annexation and merger threats,
<br />charges and countercharges, and statements revealing deep fears and evidence of
<br />lack of faith, and
<br /> WHEREAS, such actions have been the result of political pressures and maneuvers
<br />and not the product of normal growth, and
<br /> WHEREAS, if allowed to run its course, the abovesaid political disease will
<br />cause great damage to the industrial and community image of the Tidewater area
<br />and incur great and unnecesssgry expenditures of public funds to the benefit
<br />of no one except those professionals hired to %ngineer, prosecute and defend the suit
<br />and
<br /> WHEREAS,~H~ people, under our form of government of, by, and for, have not been
<br />provided with sufficient facts, or time, to enable them to compose and register
<br />their~iews,
<br /> THEREFORE, BE IT RESOLVED, that the Council of the City of Portsmouth, Virginia,
<br />extends to the governing bodies of the Cities of Norfolk, South Norfolk and Virgi-
<br />nia Beach, an urgent invitation to jointly sponsor one, or more seminars for the
<br />pose of airing and discussing publicly the views, needs and desires of each, and
<br />with the express goal of reducing fears and distruct, separating real needs from
<br />those of political expediency, and reaching, wherever possible, a negotiated arrange-
