At a regular meeting of the City Council, held on December 12th, 1961, there were present:

<br />R. Irvine Smith, C. S. Atkinson, Jack P. Barnes, John L. Dillon, W.T. Leery,
<br />George R. Walker, A.P. Johnson,Jr., City Manager, and J. S. Livesay,Jr.,
<br />City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. Walker.
<br />
<br /> Minutes of regular meeting of November 28th, 1961, and called meetings of December 5th
<br />and 9th, 1961 were read and approved.
<br />
<br />The following repor~ from the City Manager were read:
<br />
<br /> 61-335 - "I recommend that an appropriation of $250,000.00 from the Capital Improve- ~
<br />merit Fund be placed on first reading. This is to pay Norfolk County for loss of revenue under the 1960 annmxatio~
<br />decree. This will be the third of five payments." ~
<br />
<br /> On monion of Mr. Barnes, an appropriation of $250,000.00 from Capital Improvement Fund
<br />for said purpose was approved on first reading, and by the following vote:
<br />
<br />Ayes: Smith, Atkinson, Barnes, Dillon, Leery, Walker
<br />Nays: None
<br />
<br /> 61-336 - "I submit the attached ordinance and recormnend that it be placed on first
<br />reading. This covers theCharter changes to be s~bmitted to the General Assembly. I also recommend that a Pub-
<br />lic hearing be held on these Charter changes at the Council meeting of December 26th~ 1961."
<br />
<br /> Motion of Mr. Leery that the following ordinance be approved on first reading and that
<br />the public hearing on Charter changes be held on December 26th, 1961;
<br />
<br />"AN'.ORDINANCE REQb~$TING THAT THE GENERAL ASSEMBLY AMEND CHAPTER IV
<br />AND CHAFTEK XIi OF THE CHARTER OF THE CITY OF PORTSMOUTH, BY AMENDING
<br />CERTAIN SECTIONS THEREOF AND ADDING CERTAIN NEW SECTIONS TtLERETO, IN
<br />THE MaNNER THEREIN DESCRIBED"
<br />
<br /> Motion of Mr. Walker that the ordinance be amended by adding the following to Chapter
<br />XII, Section 3 (j), was lost, there being no second:
<br />
<br />'keep such records as may be necessary for the proper administration of the
<br />Civil Service provisions of this Act, including the personnel file, or jacket,
<br />of each officer and employee'.
<br />
<br /> Motion of Mr. Walker to amend the motion, in view of the wide range of subjects under
<br />the title, and for ease in handling at the publiQ hearing, by adding the following was lost, there being no
<br />second:
<br /> 'and that Council consider and vote separately on each proposed amendment'.
<br />
<br /> Vote being taken on i WAr. Leary's motion, the ordinance was approved on first reading
<br />and the public hearing set for December 26th, 1961, without dissenting vote.
<br />
<br /> 61-337 - "This is to nonify the Council of the expiration of the term of Euclid Hen -
<br />bury on the Port Commission and of P E Wnukoski on the Minimum Housing Board. These terms expire on December
<br />31st, 1961."
<br />
<br />Motion of Mr. Barnes to refer to the next conference of the Council was adopted, with-
<br />
<br />out dissenting vote.

<br /> 61-338 - Attached hereto is a letter received from the Southeastern Virginia Regional
<br />requesting a joint meeting of the Council and the Planning Commission. This is for your
<br />
<br /> Motion of Mr. Leery that the City Manager be authorized to arrange a joint meeting of
<br />the three groups, was adopted, without dissenting vote.
