Walker, A.P. <br />Attorney. - ~ <br /> <br />Atkinson, Jack P. Barnes, John L. Dillon, W.T. Leary, <br />Johnson.,Jr., City Manager, and J. S-. Livesay,Jr., City <br /> <br />The meeting was opened with prayer by Fir. Smith. <br /> <br />Minutes of regular meeting held on December 12th, 1961 were read and approved. <br /> <br />61-346 - The Chair announced a'Public Hearing on Charter changes. <br /> <br />No one appeared. <br /> <br />The following communications from the City Manager were read: <br /> <br /> 61-347 - "I submit the attached ordinance and recommend that it be placed on first read- <br />ingo This ordinance closes an alley in the block bounded by King Streetz Constitution Avenue, County Street <br />and Harbor Drive. This is m dedicated alley on paper only and has never been physically op~ned. This closing <br />has been approved by the Planning Commission." <br /> <br />dissenting vote: <br /> <br />-On motion of Mr. Barnes, the~following ordinance was approved on first reading, without <br /> <br /> "ANORDINANCE TO CLOSE A SIXTEEN FOOT ALLEY SHOWNON PLAT ~J2, JANE CASSELL'S ESTATE" <br /> <br /> · 61-348 - !'t submit the attached ordinance and recommend that it be placed on first read- <br />ing. This authorizes the sate of land to the State Highway Department for right of way in connection with the <br />construction of Interstate 264. This is City owned property presently being used as the City dump." <br /> <br />On motion of Mr. Leery, the following ordinance was· approved on first reading, without <br /> <br />dissenting vote: <br /> <br />"AN ORDINANCE TO AtrfHORIZE AND DIRECT TEE CONVEYANCE OF TWO PARCELS OF LAND WITHIN <br />THE PROPOSED RIGHT OF*WAY OF INTERSTATE ROUTE 264~ <br /> <br /> 61-349 - "I submit the attached two agreements'between the State Department of Highways <br />and the City of Portsmouth and recormuend~that the proper city officials be authorized to sign. These concern <br />the relocation of sanitary sewer facilities in connection with the construction of Interstate 264. This work <br />will be done at no cost to the City." <br /> <br /> Motion of Fir. Barnes that the proper city officials be authorized to sign the agreements, <br />was adopted, without dissenting vote. <br /> <br /> 61-350 - "I submit the three attached agreements between the State Department of High - <br />Ways and the City of Portsmouth and recommend that the proper city officials be authorized to sign. These con- <br />cern the relocation of water mains in connection with the construction of Interstate 264. This work will be <br />ddne at no cost to the City." <br /> <br /> Motion of Mr. Atkinson that the proper'city officials be authorized to sign the agree - <br />merits, was adopted, without dissenting vote. <br /> <br /> 61-351 - I submit the attached resolution and'recommend its adoption. This covers <br />the bus routes in the City to reflect the new street names. There is'also a change in the route of the east <br />bound Cavalier Manor Douglas Park line: The new route will proceed on Avondale Road to Bnnche Blvd., thence to <br />Waters Street to Stratford Drive and continue on its route as it now does." <br /> <br />On motion of Mr. Leery, the following resolution was adopted: <br /> <br /> "Section 1.1. WHEREAS, pursuan~ to Section 16-9 of the Code of the City of Portsmouth, <br />Virginia, 1951, as amended, the city council may designate by 'resolution fh~ rdutes and headways for intra-urban <br />buses operated within the city; and <br /> <br /> Section '1.2. WHEHEAH, Community Motor Bus Company, Incorporated has submitted proposed <br />rou~es and headways to be in effect fro~ and afte~ ~:00 a.m., September 17, 1961, ~hich are satisfactory Eo the <br />city council. <br /> <br /> Section 1.3. NOW, THEREFORE, BE IT RESOLSfED by th6 Council of the City of Portsmouth, <br />Virginia, that from and after the adoption of this resolution, the following rou~es and headways shall be <br />operated by Co~mnunity ~otor ~us ~ompany, Incorporated: ' <br /> <br />Section 2'.1.
