At a regular meeting of the City Council~ held on March 27th, 1962, there were present: <br /> <br /> R. Irvine Smith~ C. S. Atkinson, Jack P Barnes~ John L. Dillon, L. L. Knight, <br /> W T Leery, George R. Walker, A~P. Johnson,Jr., City Manager, and J.P. Livesay,Jr., <br /> City Attorney. <br /> <br /> The meeting was opened with prayer by Mr Atkinson. <br /> <br /> Minutes of regular meeting held on March 13th, 1962 and called meeting of March 21st, <br />1962 were read and approved. <br /> <br /> 62-63 - The following hearing on zoning changes was held. <br /> <br /> 6-62 - Petition of Portsmouth Industrial Foundation, Inc. (Tract A and Tract <br /> <br /> W.F.Brooks spoke in favor of the petition. <br /> <br /> Motion of Mr. Barnes to concur in the recormnendation of the Planning <br />Commission and to place the following ordinances on first reading was adopted, without dissenting vote: <br /> <br /> "ZONING AMENDMENT ORDINANCE 19~62-~' <br /> <br /> "ZONING AMENDMENT ORDINANCE 1962-B" <br /> <br /> 7-62 - Petition of Mrs. Mary L. Eaton and Mrs. Mary E. Todd. <br /> <br /> No one spoke in regard no the petition. <br /> <br />Cormnission to deny <br /> <br /> Motion of Mr. Barnes to concur in the recommendation of the Planning <br />this petition was adopted, without dissenting vote. <br /> <br />3-62 - Petition of the City of Portsmouth and M_rs. Ethel D. Saunders. <br /> <br />No one spoke in regard to the Use Permit. <br /> <br /> ~otion of Mr~ Leery to concur in the recommendation of the Planning Cor~Jssion <br />and to ~doph the following resolution was adopted, without dissenting vote: <br /> <br />"WHE1LEAS, the City of Portsmouth, by its City Attorney, has <br />filed an application pursuant to Section 4-2 of the Zoning <br />Ordinance of the City o~ Portsmouth, 1961, for the granting <br />of a Use Permit as hereinafter described; and <br /> WI{EREAS, the applicant, the Planning Director and ~he City <br />Manager have done all things required no be done in connec- <br />tion with said application, and the Planning Commission has <br />recommended the granting o~ said ~se permit, <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> A. That the use for which the use permit hereinafter <br /> described is sought (1) will not adversely affect the <br /> health o~ safety of persons residing or working in the <br /> neighborhood of the proposed use, (2) will not be <br /> detrimental to the public welfare or injurious to pro- <br /> perty or improvements in the neighborhood, and (3) will <br /> be in accord with the purposes of said Zoning Ordinance. <br /> B. That the City of Portsmouth is hereby granted a use <br /> permit, pursuant to Section 4-2 of said Zoning Ordinance, for <br /> the construction and operation of a sewer pumping station to <br /> be located on the northeastern s~enty=five (75) feet of Lot <br /> 80~ as shown on the plat of '~ine Acres Replat" Map Book 39, <br /> page 85, Norfolk County Circuit Court, said property to be <br /> purchased from Ethel D. Saunders." <br /> <br /> _rom <br /> The following communications ~ the City Manager were read: <br /> <br /> 62-64 - "l submit theattached agreement between the State Department of High-t <br />ways and the City of Portsmouth and recommend that the proper City officials be authorized to .sign. This concerns. <br />the <br /> construction <br /> of a water,line at Greenwood Drive and Interstate 264~ This work will be done at no cost to the <br />City." <br /> <br /> Motion of Mr. Dillon to concur in the recommendation of the City Manager and <br />that the proper city officials be authorized to sign the agreement was adopted= without dissenting vote. <br /> <br /> 62-65 <br />road Company and the City of Portsmouth and <br /> <br />near Mascot Street." <br /> <br />"! submit the attached agreement between ~e Seaboard Air LineR ail- <br />recommend ~%at the proper city officials be authorized to sign, <br />This is for an easement for a storm sewer under the railroad tracks <br /> <br /> Motion of Mr~ Knight to ~onaur in the recommendation of the City Manager and <br />that the proper city officials be authorized to sign the agreement was adopted, without dissenting vote. <br /> <br /> 62-66 - '!I Sub~t the attached resolution and recommend its adoption. This <br />authorizes the Cond~mmation of approximately ninn acres of land ~djaeent ~o the present land fill. The ~roperty <br /> <br /> <br />
