.T~ m'.~ 19~'h 1967. <br /> <br />At a regular meeting of the City Council, held on June 12th, 1962, there were present: <br /> <br />R. Irvine Smith, C. S. Atkinson, Jack P. Barnes, John L. Dillon, L. L. Knight, <br />W. T. Leery, George R. Walker, A.P. Johnson, Jr., City Manager, and J. S. Livesay, <br />City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Smith. <br /> <br />Minutes of regular meeting held on May 22nd, 1962 were read and approved. <br /> <br />62-116 - The following hearing on zoning changes was held: <br /> <br />62-17 - Petition of Jean Pl. Davis. <br /> <br />No one appeared in behalf of or in opposition to the petition. <br /> <br />On motion of Mr. Barnes, the following ordinance was approved on first read <br /> <br />i~g, without dissenting vote: <br /> <br />"ZONING AMENDMENT ORDINANCE 62-17 <br /> <br />62-20 - Petition of Foundation Boys Academy, !nc. <br /> <br /> On motion of Mr. Knight, the following ordinance was approved on first <br />reading,~and by the following vote: <br /> <br />"ZONING AMENDMENT ORDINANCE 1962-20" <br /> <br />Ayes: Smith, Atkinson, Barnes, Dillon, Knight, Leery <br />Nays: Walker <br /> <br />On motion of lit. Dillon, the following resolution was adopted: <br /> <br /> "WHEREAS, application has been made by Foundation Boys Academy <br />Incorporated, for approval of a site plan entitled 'Academy Park', dated June 1962, <br />prepared by Ball-Hassell & Associates, Surveyors, as a group housing project pursuant <br />to Section 3-26 of the Zoning Ordinance of the City of Portsmouth, 1961; and <br /> WHEREAS, it has been determined by the Planning Director that <br />said site plan will conform to all of the requirements of the aforesaid Section 3-26, <br />provided Zoning Amendment Ordinance 1962-20 is adopted; and <br /> WIIEREAS, said application has been considered by the Planning <br />Commissionand has received favorable recommendation therefrom. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the site plan of Academy Park, above described, as a group <br />housing project pursuant to Section 3-26 of the Zoning Ordinance of the City o£ <br />Portsmouth, 1961, is hereby approved; provided, however, this approval of said site <br />plan as to the areas thereof which are the subject of Zoning Amerdment Ordinance 1962- <br />20 shall not be effective unless and until the said ordinance is adopted; provided, <br />further, that the proposed internal court extending Independence Street to the south <br />shall be improved and maintained at the sole expense of the owner as to pavement and <br />drainage in such fashion that it will meet minimum specifications of a city street." <br /> <br /> 62-117 - Motion 'of Mr. Barnes to suspend the rules to hear from citizens interested in <br />the establishment of a boat ramp was adopted. <br /> <br />The following spoke: <br /> <br />Robert Bell and _ <br /> <br />Mr. Cotton presented a sketch of a proposed boat ramp. <br /> <br />The following reports from the City Manager were read: <br /> <br />merit property. <br />Department." <br /> <br /> 62-1t8 - "I recommend that I be authorized to advertise for sale surplus Water Depart- <br />This property is located in Suffolk on Lake Kilby and is not needed for any use by the Water <br /> <br /> Motion of Mr. Knight to concur in the-recommendation of the City Manager was adopted <br />without dissenting vote. <br /> <br /> 62-119- '"I submit the attached contracts and recommend that I be authorized to sign. <br />These contracts are with Portsmouth General Hospital and Maryview Hospital and cover the cost of treating medi- <br />cally indigent patients. The contracts call for rates of $22.50 per day for the first ten days, $18.00 per day <br />for the next ten days and $12.00 per day thereafter. The present, contracts have rates of $19.50, $18.00 and <br />$12.00. Based upon figures submitted by the Portsmouth General Hospital, their cost has been $22.56 per day wit~ <br />an average days' stay pe~ patient of 7.2 days. The new rates have been discussed with both hospitals and are <br />acceptable to them. Sufzicient funds are provided in the budget to cover this cost." <br /> <br /> On motion of Mr. Leery, the City Manager was authorized to sign the contracts with <br />Portsmouth General and iW~ryview Hospitals, without dissenting vote. <br /> <br /> 62-120 - "Application has been made by Walter M. McDowell To use city-owned propersy <br />at the site of the old Seaboard Warehouse #3 as a loading place for his harbor ~ours. I recommend that a permit <br />be granted Mr. McDowell for this purpose, subject to the following conditions: <br /> (1) The permit will expire September 15th, 1962. <br /> (2) Mr. McDowell muss stand the expense of preparing the site for his use <br /> and restore it ~o its former condition at the end of its use. <br /> <br /> <br />
