<br />George Washington Highway, on which would be located in time both the main gate of the United States Naval Hos-
<br />pital, Portsmouth, Virginia, and the United States Naval Shipyard, Portsmouth, Virginia, and highway numberings
<br />have been assigned said proposal.
<br /> NOW~THEREFORE, BE IT RESOLVED by the Council Of the City of Portsmouth:
<br /> (1) That the construction plans for interstate 264 at its eastern terminus in the
<br />vicinity of Effingham Street in the City of Portsmouth are not in keeping with the requirements of federal law
<br />governing design criteria, are detrimental to local economic interests, create insurrmountable obstacles to
<br />proper flow of traffic bmth on and around the interstate, highway;.
<br /> ~2) That the unilateral change of design after public hearing and receipt of approval of
<br />this Council is not in keeping with the spirit of the law;
<br /> (3) Tha.t the Virginia Department of Highways and the Federal Bureau of Public Roads are
<br />respectfully requested to continue study of the eastern terminus of said highway, bearing in mind the provisions
<br />of law, present and future traffic patterns, and the need to coordinate Interstate 264 with the aforesaid naval
<br />installations, Elizabeth River tunnel traffic, as well as other local needs which are entitled to equal
<br />consideration.
<br /> (4) That the Virginia Department of Highways supply this Council with the names of all
<br />persons who, during the past six months, have approached officials and employees of said Department relative
<br />to the design of Interstate 264 east oT Chestnut Street.
<br /> (5) That copies of these resolutions be forwarded by the City Clerk to the Virginia
<br />Department of Highways, the Federal Bureau of Public Roads, and to each elected representative of the Citizens
<br />of Portsmouth in the Congress of the United States and the General Assembly of Virginia.
<br />
<br /> 62-171 - "At the last Council meeting, the matter of improving the railroad grade
<br />crossings and the installation of 'No Swimming' signs on Bains Creek was referred to me.
<br /> The Public Works Department has been instructed ~o investigate ali grade
<br />crossings and repair sny that seed attention. This work is in progress au the present time with some of the
<br />crossings already completed.
<br />

<br /> UNFINISHED BUSINESS
<br />
<br /> 62-160 - Motion of Mr. Knight To go into the election of members to the Portsmouth School
<br />Board was adopted, without dissenting vote.
<br />
<br /> Mr. Dillon aominated Harvey N. Johnson, Sr., from District No. l, for a period of three
<br />years, beginning July 1st, 1962.
<br />
<br /> On motion of Mr. Leery, nominations were closed.
<br />
<br /> Vote being taken, Mr. Johnson was unanimously elected s member of the Portsmouth School
<br />Board.
<br /> Mr. Knight nominated John E. Adams, Jr., from District NO. l, for the anexpired term of
<br />H. T. English, resigned, which term expires June 30th, 1963.
<br />
<br /> On motion of Mr. Dillon, aominations were closed.
<br />
<br /> Vote being taken Mr. Adams was unanimously elected a member of the Portsmouth School
<br />Board.
<br /> Mr. Eastes nominated Edwin C. Wright, Jr., from District No. l, to fill
<br />term of B R. Johnson, which term expires June 30th, 1964.

<br />On motion of Mr. Barnes, nominations were closed.
<br />
<br />Vote being taken, Mr Wright was unanimously elected a member of the Portsmouth Schoo~
<br />
<br />Board.
<br /> Mr. Barnes nominated J. H. Griffin from District No. 2 to succeed himself as a member of
<br />the Portsmouth School Board, for s three year term, expiring June 30th, ~965.
<br />
<br /> On motion of Mr. Leery, nominations were closed.
<br />
<br /> Vote being taken, Mr. Griffin was unanimously elected a member of the Portsmouth School
<br />Board.
<br /> Mr. Atkinson nominate~ John W. Shuler from District No. 3 for a period of three years,
<br />beginning July 1st, 1962.
<br />
<br /> Motion of Mr. Leery to close nominations was adopted.
<br />
<br /> Vote being taken, Mr. Shuler was unanimous3y elected a member of the Portsmouth School
<br />Board.
<br /> 62-145 - Motion of Mr. Barnes that the ~lection of a member ~o the Recreation Commission
<br />be de£erred~ was adopted, without dissenting vote.

<br /> 62-172 - Motion of Mr. Knight to go into the election of a Municipal Court Judge was
<br />adopted, without d~ssenting vo~e.
