resolved to recommend closure of that portion of Chesapeake Avenue (formerly Charles Street) between what was <br />formerly Fourth Avenue and Scott's Creek, (east side)~ <br /> A petition requesting this closure was submitted by Mrs. Jeanette B. Cross, 418 Jamestown <br />Avenue. (Signed: J. Brewer Moore) <br /> <br /> Motion of Mr. Leafy to refer To the City Attorney to prepare an ordinance covering this <br />s~reet closure was adopted, without dissenting vote. <br /> <br /> 62-190 - The City's financial report for the month of July, 1962, was presente~ and on <br />motion, received as information. <br /> <br /> 62-191 - On motion, privilege of the floor was granted Attorney Willard Moody, who <br />presented the following petition and spoke regarding the recent no=parking restrictions on ~igh Street; and <br />asked that the signs be eliminated until they are found to be necessary: <br /> <br /> "We the undersigned taxpayers~ proper~y owners a~d business people of the City of Portsmouth,~ <br />Virginia, do hereby protes, the drastic regulations which have just been ordered to eliminate parking on both <br />sides of High Streem between the Belt Line Railroad crossing and Constitution Avenue (Sixth Avenue) and on Harbor <br />Drive between County S~reet and High Street. <br /> This move is detrimental mo all of us located in the area affected, and in some cases will <br />force the closing of business operations. Even the residential property owners will be unable ro secure services <br />~o their property. <br /> We feel sure the traffic can be handled'in a different manner so that this drastic ban on <br />parking will not be necessary. We earnestly consider your help would be to the best interest of all concerned, <br />and we pray for relief.
