<br />Council meeting.
<br />
<br />The Chair ~ecognized a group from the Portsmouth Service League who were attending the
<br />
<br />62-215 - The hearing on the Comprehensive Plsn of the City of Portsmouth was held.
<br />
<br /> Clinton Crawford, representing the Portsmouth Chamber of Commerce, spoke for the plan and
<br />presented the following letter:
<br />
<br /> Based on studies and recommendations of the Chamber s Urban Renewal Committee, the Executive
<br />Board of the Portsmouth Chamber of Commerce, in a meeting Tuesday, September 11, 1962, endorses the 6-year capital
<br />improvemen~ plan as submitted by the City Planning Commission st a public hearing August 21, 1962. The Executive
<br />Board of the Portsmouth Chamber of Commerce does hereby urge the City Council ~o approve and implement the plan
<br />as submitted.
<br /> It is further recommended tha~ the Minimum Housing Code of the City of Portsmouth be amended
<br />to cope with those problems that cause blight and deteration and that the amended code be strictly enforced.
<br /> The Chamber of Commerce, representing the business community of Portsmouth, realizes that
<br />in order To compete in the market places for new industry and business, it is imperative that we rid our city of
<br />blight as fast as possible. Signed: Richard F. Wood, President, Chamber of Commerce."

<br />R. T. Etheridge, representing the Park View Area Improvement League, spoke for the plan.
<br />
<br /> Motion of Mr. Knight To refer To a c6nference of the Council and that the matter be on the
<br />Council agenda a~ the next meeting, was adopted, without dissenting vote.
<br />
<br />The fallowing reports from the City Manager were read:
<br />
<br /> 62-216 - "I submit the attached report from the City Attorney. This is in reference to the
<br />Compulsory School Attendance Ordinance."
<br />
<br /> "Att he last meeting of Council the City Attorney was requested to study and report on the
<br />subject of a compulsory school attendance ordinance.
<br /> Under Section 22-275.24 of the Code of Virginia, Council may not adopt such an ordinance
<br />until the same has been recommended by resolution of the School Board.
<br /> The Superintendent of Schools has informed me that he will recommend adoption of the
<br />requisite resolution sT the meeting of the School Board to be held September 13, 1962.
<br /> The ordinance To carry our this PrOposal can then be brought ~o you ar the next meeting of

<br /> Motion of Mr. Dillon to place on the agenda of the next Council meeting was adopted,
<br />without dissenting vote.
<br />
<br /> 62-217 -"The date of the next Council meeting is on September 25, 1962, and.at this time, thc
<br />Virginia League Convention will be in session.
<br /> I recommend that the Council meeting date be chsnged to September 26, 27, or
<br />28, 1962."

<br />The following ordinance, approved on first reading at last meeting, was taken up
<br />
<br />and read:

<br />"AN ORDINANCE TO APPROPRIATE $73,000.00 FROM THE ANNEXATION BOND FUND (S~¥ERS)
<br />FOR THE PURPOSE OF ACQUIRING THE FACILITIES OF HAMPTON ROADS SANITATION
<br />DISTRICT WITHIN THE 1960 ANNEXATION AREA."

<br />On motion of Nr. Leafy the ordinance was adopted and by the following vote:

<br />62-176 - The following ordinance approved on first reading at last meeting was taken up and

<br /> The following letter from ~illard j. Moody, attorney, was read:

<br />this time ~e plat has not been completed.
