<br />At a regular meeting of the City Council, held on December tlth, 1962, there were present:
<br />

<br />S. Atkinson, Jack P. Barnes, John L. Dillon, George D. Eastes,
<br />Leary, A. P. Johnson, Jr., City Manager, and J. S. Livesay, Jr.,
<br />
<br />The meeting was opened with prayer by Mr. Atkinson.
<br />
<br />Minutes of the regular meeting Held on November 27th, 1962, were read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 62-283 - "I submit the attached Ordinance and recommend that it be placed on first
<br />reading. This provides a pay increase for Fire and Police personnel under Civil Service.
<br /> It places Portsmouth's pay scale for Fire-fighters and Patrolmen at approximately the same
<br />level as other communities in the surrounding area, this increase to be effective January 1, 1963."
<br />
<br /> On motion of Mr. Dillon, the following ordinance was approved on first reading:
<br />
<br />"AN ORDINANCE PROVIDING FOR THE CLASSIFICATION OF ENH)LOYMENT AND A
<br />CLASSIFICATION PLAN FOR FIREMEN AND POLICENLEN OF THE CITY.
<br />
<br /> 62-284 - "I submit the attached ordinance.and recommend that it be placed on first
<br />reading. This amends the present compensation plan for City employees to provide a new pay scale for the Acting
<br />City Attorney and the Assistant City Attorney.
<br /> These new rates would be ef.fective December 16, 1963, the beginning pay for the City
<br />Attorney to be $9,408.00 and $6,360.00 for the Assistant Attorney."

<br />On motion of Mr. Knight, the following ordinance was approved on ~rst reading:
<br />
<br />"AN ORDINANCE TO'AMEND THE ORDINANCE ENTITLED 'AN ORDINANCE PROVIDING FOR THE
<br />CLASSIFICATION OF EMPLOYMENT AND A COMPENSATION PLAN FOR F~PLOYEES OF THE
<br />CITY', ADOPTED JUNE 27, 1961, AS AMENDED JUNE 26, 1962, TO MAKE CHANGES AS
<br />THEREIN STATED WITH RESPECT TO SALARIES OF THE CITY ATTORNEY, ACTING CITY
<br />ATTORNEY AND ASSISTANT CITY ATTORNEYS."
<br />
<br /> 62-285 - "I submit the attached ordinance and resolution and recommend that the ordinance
<br />be placed on first reading and the resolution adopted.
<br /> The resolution calls for the appointment of viewers for the closing of a cul-de-sac in the
<br />Fort Nelson Place project. This cul-de-sac has not been built in the project as plans have developed for the
<br />construction of an apartment building in lieu of single family residence in this area.
<br /> This conforms to the Housing Authority plan for the development of this area as approved by
<br />the City Council."
<br />
<br />On motion of Mr. Dillon, the following ordinance was approved on first reading:
<br />"AN ORDINANCE TO CLOSE THAT CUL-DE-SAC STREET TO THE WEST OF CRAFORD PLACE."
<br />
<br />On motion of Mr. Barnes, the following resolution was adopted:
<br />
<br /> "WHEREAS, The application of Portsmouth Redevelopment and Rousing Authority, to vacate,
<br />close and discontinue that portion of that Cul-De-Sac stree~ lying to the*wes~ of Craford Place, has been
<br />referred to the Planning and Zoning Commission for investigation and report, and said Commission has recolmmended
<br />the closing of the said Cul-De-Sac street, and it appearing that notice of the application and request for the
<br />appointment of viewers was duly posted on the first day of the term of court of the Circuit Court of the City of
<br />Port~mouth, Virginia, held on the 26th day of November, 1962, on the bulletin board of the Circuit Court of the
<br />City of Portsmouth, on the bulletin board of the Court of Hustings for the City of Portsmouth, and on a telephone
<br />pole within the area of the Cul-De-Sac street, at least five days prior to this meeting;
<br /> NOW THEREFORE, BE IT RESOLVED by the Council of the City of PorSsmouth, Virginia, that:
<br />Mr. John W. Bunting, Mr, Kendal Brennan, Mr. J. N. Willett, Mr. L. T. Correll, Mr. W. A. Ziegenhain, be appointed
<br />viewers to view said street and report to this Council in writing whether in their opinion, any, and if any, what
<br />inconvenience would result from discontinuing the aforementioned~Cul-De-Sac s~reet."
<br />
<br />Annexation Decree.
<br />
<br />62-286 - "I submit the attached ordinance and recommend that it be placed on first reading.
<br />This appropriates funds for payment to Norfolk County for loss of revenue under the 1959
<br />
<br />This will be the fourth payment of $250,000.00 with one more payment due January 1, 1964."
<br />
<br />On motion of Mr. Eastes, the following ordinance was approved on first reading:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $250,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR THE PURPOSE OF MAKING THE ANNUAL LOSS OF REVENUE PAYN~aNT TO NORFOLK
<br />COUNTY UNDER THE ANNEXATION ORDER DATED AUGUST 20~ 1959."
<br />
<br /> 62-287 - "I submit the attached letter from the Recreation Board. This is a request of the
<br />Board for the establishment of a Recreation Maintenance Force.
<br /> To make this effective January 1, 1963, would require an appropriation of $27,052.71 for
<br />the remainder of the fiscal year."
<br />
<br /> Attached "Submitted herewith is a proposed budget for the establishment of a Recreation Maintenance
<br />Force projected for three consecutive years.
<br /> Also please note that there is a proposed budget for the interim period beginning
<br />January 1, 1963 and ending June 30, 1963.
<br /> Please be advised that the Portsmouth Recreation Board, by action taken at its special
<br />meeting of November 28th~ requests that you take the necessary steps to present the attached budget 5o the
<br />
