Knight, W. T. Leafy, <br />A. P. Johnson, Jr., City Manager, and M. A. Korb, Acting City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Barnes. <br /> <br />Minutes of the r~gular meeting on February 12th, 1963, were read and approved. <br /> <br />63-39 - The following public hearing on zoning changes was held: <br /> <br /> The chair stated that Attorney Donald Kilgore had requested action on petitions <br />Z 63-4 and S 63-2 .he deferred until the next meeting. <br /> <br />On motion the request was granted. <br /> <br />Petition Z 63-5 - John C. Holland. <br /> <br />On motion of Mr. Barnes, the following ordinance was approved on first reading: <br /> <br />"ZONING AMENDMENT ORDINANCEZ 63-5" <br /> <br />The following reports from the City Manager were read: <br /> <br /> 63-40 - "I recommend that I be authorized to advertise for sale, surplus City proper~y <br />located at the ~ortheast corner of North Street and Williamsburg Avenue. <br /> The parties interested in this property have requested the City to sell the land. <br /> This has been approved by the Planning Commission." <br /> <br />Motion of Mr. Dillon to concur in the request of the City Manager was adopted, without <br /> <br />dissenting vote. <br /> <br /> 63-41 - "I submit the attached agreements between the Virginia Electric and Power Company <br />and the City of Portsmouth and recommend that the proper City officials be authorized to sign. <br /> These two agreements are for power line easements in order that the Virginia <br />Electric md Power Company can supply electricity to two pumping stations being built by the City. <br />These pumping stations are located at Elmhurst Lane and Green Meadow Drive and <br />Greenland B~qulevard and are to be used in conjunction with the sewer lines now being constructed in the Simonsdale <br /> <br /> Motion of Mr. Knight to concur ~n the recommendation and that the proper city officials <br />be authorized to sign the agreements was adopted, without dissenting vote. <br /> <br />halls. <br />required. <br /> <br />63-42 - "I submit the attached ordinance and recommend that it be placed on first reading. <br /> This amends Section 8-2, 3, 4, and 5 pertaining to permits required for dance <br /> <br /> This ordinance eliminates Section 8-6 pertaining to the hours when closing is <br />.Under the present Code, they are required to close at 12 o'clock at night." <br /> <br />dissenting vote: <br /> <br />On motion of Mr. Dillon, the following ordinance was approved on first reading, without <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY <br />AMENDING SECTIONS 8-2, 8-3, 8-4, and 8-5 PERTAINING RESPECTIVELY TO (A) PERMIT <br />REQUIRED FOR DANCE HALLS, (B) APPLICATION FOR PERMIT, (C) ISSUANCE OF PERMIT, <br />(D) REVOCATION FOR PERMIT, AND BY REPEALING SECTION 8-6 PERTAINING TO HOURS <br />WHEN CLOSING REQUIRED." <br /> <br />Present - Mr. Eastes <br /> <br /> 63-43 - "I submit the attached ordinance and recommend that it be placed on first reading. <br /> This authorizes the leasing of the Portsmouth Stadium to the Tidewater Community <br />Baseball Corporation to conduct professional baseball in the Porfsmouth Stadium under s franchise in the Carolina <br />League. <br /> This lease is similar to the one that was held by the previous professional <br />baseball club except that this will be on an annual basis." <br /> <br />dissenting vote: <br /> <br />On motion of Mr, Knight, the following ordinance was approved on first reading without <br /> <br />AN ORDINANCE TO LEASE PORTSMOUTH STADIUM FOR THE PLAYING OF PROFESSIONAL BASEBALL <br />DURING THE 1963 SEASON TO TIDEWATER COMMUNITY BASEBALL CORPORATION." <br /> <br /> 63-44 - "I submit the attached ordinance and recommend that it be placed on first reading. <br /> This appropriates $15,000.00 to purchase properzy adjacent to City owned properzy. <br />This is in the landfill area at Pinners Point which was created by the construction of the new Elizabeth River <br />Tunnel." <br /> On motion of Mr. Barnes, the following ordinance was approved on first reading, without <br />dissenting rose: <br /> "AN ORDINANCE TO APPROPRIATE $15,000.00 FROM THE GENERAL CAPITAL iMPROVEMENT <br /> FUND FOR THE PURPOSE OF PURCHASING LAND ADJACENT TO OTHER CITY OWNED LAND." <br /> <br /> 63-45 - "I recommend that I be authorized to employ an Appraiser to establish a value on <br />the property owned by Norfolk Oounty in the City of Portsmouth. <br /> I have met with officials o~ the City of Chesapeake and they advise me that that <br />City is anxxous Eo dispose of their holding~ fn the City of Portsmouth. <br /> It is their intent to employ an Appraiser to establish a value for them. This <br />appraisal would include the Jail, Court House and former County Clerk's office." <br /> <br /> Motion of Mr. Barnes to concur in the recommendation 'of the City Manager was adopted, <br />without dissenting vote. <br /> <br /> <br />
