March 26th, 1963 <br /> <br /> 63-79 - The following communication f,rom the School Board was read: <br /> <br /> "The Schpol Board ar its meeting on Thursdsy, M~rch 21, 1963, directed me to present the <br />School Budget for 19~3-64 To Council. <br /> The increase in the E~dger ~s due largely To the following: <br /> 1. Normal salary increments for instructional personnel, <br /> 2. Improvement in teachers' salary schedule and comparable increases for other <br /> instructional personnel. <br /> <br /> 3. Improvement in clerks' pay. <br /> 4. Improvement in janitorial personnel pay. <br /> 5. Increase in personnel due to zncreased enrollment. <br /> Without these increases, it will be impossible to maintain an adequate school system. <br /> We can no longer expect an increase in Federal funds for the following reasons: 1. Decrease in. Federally connected ch$1dren <br /> <br /> · 2, Low contribution per pupil in Average,Daily Attendance by the city. <br /> We have been able zo retain our teachers,in the past five years and maintain an adequate <br />achool system because of steadily increasing State and Federal Funds, <br /> Beginning with 1959-60 (the last year prior to annexation) appropriations per pupil in <br />Average Daily Attendance by Portsmouth City have been as follows: <br /> <br />1959-60 <br />1960-61 <br />1961-62 <br />1962-63 <br />1963-64 <br /> <br /> Since Federal appropriations under P. L. 874 are based on expenditures by the locality, <br />can. be readily seen that the Federal Government will not continue its appropriation aT the high level it has in <br />the past unless there is improvement in local effort. <br /> <br /> If you require further information on the budgeT, we shall be happy To furn%sh it. <br /> There is enclosed the new proposed salary schedule for teachers," <br /> <br /> $127.91 <br /> 117.46 <br /> 115.56 <br /> 111.34 <br /> 114.91 Estimated cost provided full amount requested in budget is <br /> appropriated. <br /> it <br /> <br />Motion of Mr. Leafy co refer to the City Manager was adopted, without dissenting vote. <br /> <br />On motion adjourned. <br /> <br />Approved - <br /> <br /> President <br /> <br />City Clerk <br /> <br /> <br />
