<br />The meeting was opened with prayer by Mr. Leery.
<br />
<br /> Minutes of the regular meeting held on MarQh 12th, 1963, and the called meeting of
<br />March 14th, 1963, were read and approved.

<br />63-72 - The following public hearing on zoning petitions was held:

<br />Zoning petition Z 63-8 - Catalina Development Corporation.
<br />
<br />J. S. Livesay, Attorney, representing Catalina Corporation, spoke for the petition.

<br /> The following reports from the City Manager were read:

<br /> - Under a contract dated 0ctober.1, 1953, the City of Portsmouth has been supplying
<br />wa~er to certain areas of Chesapeake, formerly Norfolk County. This contract is for a ten year period and under
<br />the terms, requires either party to give notice at least s~x months prior to the date of termination or the contract
<br />would continue in force.
<br /> While I have met with representatives of the City of Chesapeake concerning a
<br />water contract, there is nothing~Iqcan~reporl~a.E this time, toward reaching an~agmeement. It has been noted in the
<br />local press that the City of Chesapeake has authorized the establishment of a Water Authority, also a study has been
<br />made by an engineering firm with%regard to~;wa~er resources for the City of.Chesapeake.
<br /> The City of Portsmouth furnished this Engineering firm the information they
<br />requested concerning, th~.~ortsmouth Water System and weJrequested that a copy, of this report be furnished the
<br />Water-Dep~rtment This we have not received, nor:do we know of~the szatus of the Water Authority of the City af
<br />Chesapeake. . i ~ ....

<br /> As-no understanding has been reached concerning this ma~ter, I recommend that I
<br />be authorized to notify the City of Chesapeake of the City of Portsmouth's intention to cancel the contract as of
<br />September 30, 1963. This does not mean.that water services will be discontinued, but that the City is interested
<br />in having a contract im order that it might improve its service and facilities and protect its investment in the
<br />area where it is serving wa~er." ,:,

<br /> 63-74 - "As per your instruction at t~e last meeting of City Council, I have investigated
<br />- the feasibility of placing emergency, oxygen %u~its in the Police ~adio cars.
<br /> We have found such unit that is felt should be carried by the Radio cars. This
<br /> unit will be placed in fifteen ca~s that are o~ t. he. s~reet moro than other vehicles in the Police Department.
<br />
<br /> We-have also investigated a-smai~ tuiit that can be carried on the motorcycles
<br /> which we feel should be equipped as quite often these are the first ~o arrive on the scene of s traffic accident.
