Irvine Ball" <br /> <br /> NEW BUSINESS <br /> <br /> 63-127 - The report of the Auditor of Public Accounts of the Commonwealth of Virginia, <br />Juvenile and Domestic Relations Court was presented, and on motion of Mr. Atkinson, received and filed. <br /> <br />on the <br /> <br />63-128 - The following communication from the Planning Director was read: <br /> <br /> "The City Planning Commission, after considerable thought, suggests that careful consideration <br />be given to the suggested draft of a "1963 Declaration of Policy for the Workable Program for Community <br />Improvement", an annual requirement of the Urban Renewal Administrat.ion. <br /> <br />As in past years, it ms necessary for the elected governmng body by resolution To adopt a "Workable Program" to <br />satisfy requirements contained in the National Housing Act. Our current certification expires May 31. The City <br />Manager has in his possession the working draft of the voluminous form which must be completed. <br /> <br />The Planning Commission invites your inspection of this material and pledges its support <br />completing this phase of our program of con, unity bettermenT." <br /> <br />On motion of Mr. Dillon, the following resolution was adopted: <br /> <br />in successfully <br /> <br />"1. 'OPERATION AMIDSHIPS' - A LONG-RANGE PLANNING AND RENEWAL PROGRAM DESIGNED TO IMPROVE <br />URBAN ENVIRONMENT OF TWO CENTURIES STANDING BETWEEN THE U.S. NAVAL HOSPITAL AND THE U.S. <br /> <br />NAVAL SHIPYARD; 'Operation Amidships' consists of six interdependent phases, all of which <br />will be pursued simultaneously: A framework of modern highways; The Northside General <br />Neighborhood Renewal Plan; A Parkview Non-Assisted Urban Renewal Project; The Colonel <br />Crawford Common - Commercial CulturaI Core and Community Civic Center; Systematic Minimum <br />Housing Code enforcement; and A Newtown revitalization program. The importance of this pro- <br />gram as a concept of long-range comprehensive urban renewal planning will be stressed <br /> <br />2. THROUGH INTENSIVE NEIGHBORHOOD STUDIES TO UNDERSTAND MORE FULLY PROBLEMS FACED BY GRAY <br /> <br />RESIDENTIAL AREAS BETWEEN CENTRAL AND BURGEONING SUBURBIA, so that appropriate conservation <br /> and rehabilitation programs may be developed. The subject of temporary war housing <br /> should receive attention in the form of disciplined research and objective analysms. In <br /> con3unction with these objectives, the question of whether Portsmouth might benefit from <br /> a 'Con, unity Renewal Plan' effort should be studied. <br /> <br />3. TO ENCOURAGE AND PRESS FOR COMMUNITY PLANNING iN SURROUNDING SUBURBIA, effort will con~ <br /> <br />tinue ~o effect a successful conclusion of the December 1961 annexation suit. Until <br />time, efforts will be made in the Portsmouth fringe areas ~o work with responsible <br />officials on community planning within the broader context of established regional <br />planning. <br /> <br />4. TO CONTINUE SUPPORT OF THE PROGRAM OF THE SOUTHEASTERN VIRGINIA REGIONAL PLANNING <br /> <br />that <br /> <br />COMMISSION and participation mn the regional metro study discussions in recognition of <br />Portsmouth's role as s metro-politan component. <br /> <br />5. THROUGH THE CITY MANAGER'S WORKABLE PROGRAM COOPd)INATION COMMITTEE to continue a review <br /> <br />of codes and code enforcement programs, to coordinate efforts in the rehousing of per- <br />sons displaced by various actions of government and To make improvemenzs therein. <br /> <br /> <br />
