Leary,~.A~ ~.~ohnson~ Jr., City Manager, and The meeting was opened with.prayer by Mr. Atkinson. _ Minutes of regular meeting held'on April~23rd, 1963, were read and approved. 63-120 - The following public heating'on zoning applications was held: Petition Z 63-12 - Portsmouth Gardens, Inc. The following spoke for the petition: J. S. Livesay, Jr., attorney for owners . West, of Newport News. On motion of Mr. Dillon, the following ordinance was apprQved on first roading~ without dis~ "ZONING AMENDMENT ORDINANCE ~t~63v Z 63~12" , . ~ Petition Z 63-13 - W. W. Philbrick No one spoke in regard to the petition. Motion of Mr. Atkinson to concur in the recommendation of approve the application, was adopted, without dissenting vote. Petition ~ 63-14 - J. E. The following reports from the City Manager were read: 63- 122 - "A committee from the Chamber of Commerce has requested permission to address the presented Council. On motion of Mr. Leafy, John Landers, representing the Youth Improvement program, the following letter from the Chamber of Commerce: "Through the activities of the Portsmouth Chamber of Commerce, a plan has been formulated for establishing within our city, a new Youth Employmen~ Program for this coming summer. This program would employ approximately 45 youths ~o aid the city in making Portsmouth a cleaner and safer con, unity for its citizens. It has been requested that we be permitted to present our program to the members of the Council a~ its regularly scheduled meeting on May 28, 1963. In order that you may be somewhat familiar with the recon~endation as it will be presented, there is attached s general statement of our program.
