Kerb, Jr., :acting~City Attorney. <br /> <br />senting vote: <br /> <br /> held on May 28th, 1963, there were present: <br /> <br /> W.~T. Leary,~.A~ ~.~ohnson~ Jr., City Manager, and <br /> <br />The meeting was opened with.prayer by Mr. Atkinson. _ <br /> Minutes of regular meeting held'on April~23rd, 1963, were read and approved. <br /> 63-120 - The following public heating'on zoning applications was held: <br /> Petition Z 63-12 - Portsmouth Gardens, Inc. <br /> The following spoke for the petition: <br /> <br /> J. S. Livesay, Jr., attorney for owners . West, of Newport News. <br /> <br /> On motion of Mr. Dillon, the following ordinance was apprQved on first roading~ without dis~ <br /> <br /> "ZONING AMENDMENT ORDINANCE ~t~63v Z 63~12" , . ~ <br /> Petition Z 63-13 - W. W. Philbrick <br /> <br /> No one spoke in regard to the petition. <br /> <br /> Motion of Mr. Atkinson to concur in the recommendation of <br />approve the application, was adopted, without dissenting vote. <br /> <br />Petition ~ 63-14 - J. E. Minchew <br /> <br />No one spoke in regard to the petition. <br /> <br />the Planning Commission to dis- <br /> <br /> Motion of Mr. Atkinson to concur in the recommendation of the Planning Commission to dis- <br />approve the application was adopted, without dissenting vote <br /> <br />Petition Z 63-15 - Arthur V. Deal, Jr. <br /> <br />George C. Magann of 119 Shore Drive spoke against the petition. <br /> <br /> Motion of Mr. Dillon to concur in the recommendation of <br />approve the application was adopted, without dissenting vote. <br /> <br />Petition Z 63-16 - Planning Director of Portsmouth. <br /> <br />the Planning Commission to dis- <br /> <br /> Motion of Mr. Atkinson to approve the following ordinance on first reading was adopted, <br />without dissenting vote: <br /> <br />"ZONING ~kMENDMENT ORDINANCE 1963-Z 63-16" <br /> <br />Petition Z 63-17 - Baldwin Myers Company <br /> <br />John P. Myers spoke for the petition. <br /> <br />the following vote: <br /> <br />Motion el Mr. Dillon re place the following ordinance on first reading was adopted, <br />"ZONING AMENDMENT ORDINANCE 1963-_,Z 63-17" <br /> <br />and by <br /> <br />Ayes: Atkinson, Dillon, Leafy <br />Nays: Smith <br /> <br /> 63-121 - Paul Kube, Supervisor, Naval Shipyard, spoke, requesting the Council <br />olution supporting the eli$in~tion of the 65-35 rule applying to repair work on military ships. <br /> <br /> to adopt a res-I <br /> <br /> On motion of Mr. Dillon, the City Attorney was directed to prepare a suitable resolution. <br /> <br />The following reports from the City Manager were read: <br /> <br />63- 122 - "A committee from the Chamber of Commerce has requested permission to address the <br /> <br />presented <br /> <br />Council. <br /> On motion of Mr. Leafy, John Landers, representing the Youth Improvement program, <br />the following letter from the Chamber of Commerce: <br /> <br />"Through the activities of the Portsmouth Chamber of Commerce, a plan has been formulated for establishing within <br />our city, a new Youth Employmen~ Program for this coming summer. This program would employ approximately 45 <br />youths ~o aid the city in making Portsmouth a cleaner and safer con, unity for its citizens. <br /> <br />It has been requested that we be permitted to present our program to the members of the Council a~ its regularly <br />scheduled meeting on May 28, 1963. <br /> <br />In order that you may be somewhat familiar with the recon~endation as it will be presented, there is attached s <br />general statement of our program. It is requested that you familiarize yourself with the attached in order that <br />you may be in a position ~o bring before our representative, Mr. John D. Landers, any questions concerning <br /> <br /> <br />
