<br />Portsmouth Redevelopment and Housing Authority (herein called the "Local Public Agency") has entered into a

<br />made available to the Local Public Agency financial assistance for the preparation of a Genera] Neighborhood
<br />Renewal Plan fo~ the urben renewal sr~ea designated as Northside'in ~the~City o~'Poz~csmo~h, State of Virginia,

<br /> WHEREAS 'the Local Public Agency proposes to~und:erZake~ith Federal financial assistance one or more
<br />urban renewal projects in' th~ above:-desoribe~ ~rban renewa~L.~ree; ;and
<br /> WHEREAS there'has been prepared and ~efe.rred to the Council of the City of Portsmouth (herein called
<br />the 'Governing Body') for review and apprbval a General Neighborhood Renewal 'Planfor the urban'renewal area,
<br />dated June, 1963 a~d Cconsis'ting ~of 2~ pages~md 5 exhibits;~.and
<br /> WHEREAS said General NeighhorhoodRenewa& Plan has been' approved by. the governin$ body of the.
<br />Local .Public Agency, as evidenced by the copy of said body's dnly~certified reso.lution approving said Genera~
<br />Neighborhood Renewal Plan which is attached thereto; and
<br /> WHEREAS there have also been presented to the GeverningBody certain supplementary data, including
<br />data,respecting estimated grant-in-aid requDrements, relocation requirements and resources,~ and~governmental
<br />actions required to carry out said Geueral Neighborhood R~newal P~an; and
<br /> WHERE~S'a general plan is. in' exiete~ce ~nd i~ ~enognized.a~d used as a guide £or the, general
<br />development of the Locality as a whole; and,~also, there has been presented' to the Housing and Home Finance
<br />Administrator, and said Admini~strator has approved, a Program for Community Improvement (Workable Program) for
<br />the'~mm~unity; and · · _~ ~ . .
<br /> WHEREAS the Planning Commission which is the duly designated :and ~cting official planniugbody for
<br />the Locality, has reported ~o the Governing Body respecting the conformity of said General Neighborhood Renewal
<br />Plan to the General plan, for ,the Locali.ty .aspca:whole:
<br /> NOW, THEREFORE, BE IT RESOLVED.-by the Council of Portsmouth, Virgznia as follows:
<br /> 1. That the General Neighborhood Renewal Plan for the area aforementioued, h~ving been duly
<br />reviewed and considered, i~ hereby approved; that it is dmeter~ed ~o be adequaz~as un,outline cT .the urban
<br />renewal activitie~ ,proposed ~or th.e are~ involved,.as a'framework fer..the preparationof~-urban renewal plans~ and
<br />as an indication'generally, ~o the extent feasible.in pr~limina~.planning, mf laud.uses~,~o.pu&ationdensity,
<br />building coverage,~p~ospective requzrements~or the conservatio~ aud rehabili~ta~ion of'~proper~y, and any portions
<br />of the area contemplated for clearance and redevelopment; and tha~'the City Clerk be amd is hereby .directed to

<br /> 2. That it is hereby found and determined that said General Neighborhood Renewal Plan for the urban
<br />renewal area conforms to the general plan of the Locality and to the Program for Community'Improvement.
