Dillon, G~orge D. Eastes, L. L. Knight, W. T. Leary, <br />Jr., City Manage~, and M. A. Korb~ Jrt, City Attorney. <br /> <br />Vice President Barnes presiding~ <br /> <br />The. meeting was opened with prayer by Mr. Atkinson. <br /> <br />Minutes of regular meeting held on July 23, 1963, were read. and approved. <br /> <br />The following communications from the City Manager were received: <br /> <br /> 63-178 - "I .submit the attached resolution and recommend its adoption. <br /> This is a resolution of appreciation to Dr. Frank G. Elliott who has served as Assistant City <br />Physician to the city for the past fifteen years <br /> <br /> On motion of Mr. Knight, the following resolution '~as adopted []ad a framed copy was presented to <br />Dr. ~lliott by Vice President Barnes. <br /> <br /> "WHEI~EAS, Dr. Frank G. Etliott has retired as Assist'ant City P ysi¢ian for ~he City of Portsmouth; <br /> and <br /> WHEREAS,: Dr. Elliott.has devoted more than sixty years of his life to ,the service of humanity in <br /> the practice of medicine; and <br />WHEREAS, Dr.~ Elliott has faithfully .served ss Assistant City Physician for the past fifteen years, <br />NOW, THEREFORE, BE IT R~SOLVED by the Coflncil of.the City o'f Portsmbuth, Virginia, that the <br />appreciation of the cl.tizens of this City for th~ long and.valuable service rendered by D~. Frank G~ Elliott zo <br />this City and to his fellow citizens be expressed and conveyed to the said Dr. F, rank G. Atkinson, the following ordinance was approved on fi~st~rea~ing: <br /> <br /> "AN ORDINANCE TO AMEND SUBSECTION (c) OF SECTION 5~8 OF THE ZONING ORDINANCE OF THE <br /> ~CITY OF POETSMOUT~;~:196t, RELATING TO FLOOR AREA DEVOTED TO RESIDENTIAL PURPOSES IN <br /> THE RESIDENTIAL ~-60 AND R-60-A DISTRICTS" <br /> <br /> 63-182 - "I submit the attached ordinance and recommend it be place~ on,~i~rst regding. <br /> This closes an alley between Hamilton and Douglas Avenues and Portland Street and the Atlantic <br />Coast Line Railroad.
