VOTING PLACE FOR PRECINCT NO. THREE IN STUART WARD" <br /> <br />On motion of Mr. Dillbm, the ordinance was.adopted, an~ by the following vote: <br /> Ayes: Smith, Atkinson, Barnes, Dillon, Eastes, Knight, Leafy <br /> Nays: None <br /> <br /> NEW BUSINESS <br /> <br /> 63-208 - The following communication from the Portsmouth Redevelopment and Housing Authority w~s <br />read: : <br /> <br /> "This is to inform you that the four-year terms of Commissioners George O. Diggs and Norman R. <br />Hamilton expire on September 12, 1963. <br /> Under Virginia law the appointment or resppointment of Commissioners is made by the City Council. <br />It is also provided in the law that a Commission'er serves until the appointment of his successors" <br /> <br /> On motion of Mr. Barnes referred to s conference of the Council. <br /> <br /> 63-209 - The following communication from West Side Civic League was read: <br /> <br /> "We are of the opinion fhe~e is ~ need for more stringent control by the City Government over <br />moving houses within the city. The scarcity of vaqant land wi%bin bur corporate lzmits requires the best use be <br />made of it. <br />Highway construction, urban renewal and housing projects make avail~-ble houses for ~oving st a low <br />cost. Some are moved and renovated and are comparable tb adjacent dwellings. However, it is possible to relocate <br />a house of minimum rathe in s substantial residential area, This not only ~owers the value of surrounding <br />properties but encourages owners to look elsewhere to live. ' <br /> <br /> The exodus of Portsmouth residents to outlying adjacenz areas is often attributed to high taxes. <br />We doubt this to be ~rue and sugg&st the resson ~s the knowledge that their property'r~taln~ it"s value longer in <br />mn area where values of all houses are compsrsble. <br /> The $500. lee'to move s house will not deter th~[m0v~ng of houses'Secause the low c0s2 of the <br />building more than offsets the fee and costs of moving. <br /> We do nee propose to prevent house moving altogether nor do we believe a higher f~e is the solution. <br />However, we suggest that permits to move houses be processed by the Planning Commission, where citizens for and <br />against such relocation c~uld be heard. It'seems imperative that the problems of one a~ea act be allowed to be <br />transplanted to another. <br /> We sincerely hope Council recognizes the need for more control and effects some sort of r~gUlatory <br />statute." <br /> <br /> Motion of Mr. Eastes to receive with thanks and to refer to %he City Attorney for recommendation <br />was adopted, without dissenting vote. <br /> <br /> 63-210 - Motion of Mr. Dillon to refer to a conferenc~ bf the Council, a communication from the <br />Portsmohth' Girl~ Cl'ub,~ re6eive8 by me~be~s of' the Council, was adopted, without dissenting vote. <br /> <br />On motion adjourned. <br /> <br />Approved - <br /> <br /> President <br /> <br />City Clerk <br /> <br /> <br />
