Korb, Jr., City Attorney. <br /> <br />The meeting was opened with p~ayer by Mr. Atkinson. <br /> <br />Minutes of regular mee{ing qf Sep{ember 10th, 1963 ~nd qalled meeting of September 20th, <br />approved. <br /> <br />1963 <br /> <br /> The following reports from the City Manager were re~: ~ , . <br /> <br /> 6~-22i'- "I submit the'aTtached ordi~anc~ and.recommend it be placed on first re~ding. <br /> This ordinance closes a portion of North Stree~ lying between the east lin~ of Virginia Avenue and <br />the eastern right-of-way tine of the Norfolk and Portsmouth Belt Line Railroad.Company. <br /> This is the portion of North Street in front of the Norfolk and Portsmouth Beit Line Railroad <br />offices and this closing has been requested by t~e Norfolk and Portsmouth Belt Line Railroad Company and Mr. <br />Clinton C. Boyce, the two proper~y owners involved. <br /> This closing has been approved bj the Planning Commission and also'by the Viewers appointed. A copy <br />of their report is attached hereto." <br /> <br />On motion of Mr. Barnes, the following ordinance was approved on first readiqg: <br /> <br /> "AN ORDINANCE TO CLOSE THAT PORTI6N OF N6RTH STREET LYING BETWEEN THE ~AST LINE OF VIRGINIA <br />.... ,AVENUE AND T~E EASTERN PROPERTY LINE EXTENDED OF THE NORFOLK AND PORTSMOUTH BELT LINE <br /> RAILROAD'CON~PANY" <br /> <br /> 63-222 - "I submit the attached ordinance a~d recommend it b~ plac~d on first reading. <br /> This ordinance closes Garfield Street between County Road and property owned by the City of Portsmouth <br />This ~s a paper stree~ and has never been opened. <br /> Mr. P. Dillon, the follqwing ordinance W~Gs (approved o~ first reading: <br /> <br /> "AN ORDINANCE TO CLOSE GARFIELD STREE~ BETWEEN COUNTY ROAD AND THE PROPERTY OF <br /> THE CITY OF PORTSMOUTH" <br /> <br /> 63-223 - "I submit the attached ordinance mud recommend it be placed on.first reading, <br /> This amends section 34-53 of the City Code relating ~o a deposit for taxi-ca~ drivers badges. At <br />the present time, th, e code requires a deposit of $2.00 for the badge when an individual receives a permit ~o drive <br />a taxi-cab. <br /> ~The cost to'.the city to purchase these bad. ges ~s $2.30.. The drivers, when they" cease driv~i~g' <br />taxi-c~bs, are failing to turn in their hedge$ and receive their $~q,~o0 deposit back. This necessitates the city <br />having to purchase ·additional badges at a loss to the ~city <br /> This increase ~s requested in an attempz to have the ~rivers return .the badges and receive their <br />deposit when they no~ longer o~erate.taxi-cabsr thereby eliminatin~ the necessity of the city having ~o continue <br />~o buy addltloI~al badge, s. . <br /> <br /> On.m6tion of Mr. Lea~y the following ordinance was approwed on first reading: <br /> <br />"AN ORDINANCE TO AMEND SECTION 34-53 OF TI{E CODE OF THE CITY OF PORTSMOUTh, VIRGINIA, <br />1991,. TOINCREASE THE DEPOSIT ON EACH TAXICAB DRIVER'S BADGE TO FIVE DOLLARS" <br /> <br /> 63-224 -"I submit t~e attached resolution and recommend its adoption. <br /> This authorizes the Community MOtor Bus Company to change some of the rouses they ~re now operating <br />over. Some of these changes have been necessi$~ted by the construction of Interstate 264 and other changes the <br />company has requested due ro the low number of riders on the rou~es. <br /> These changes are to be effective October 20, 1963." <br /> <br /> On motion of Mr. Dilloq, the following resolution wa~ adopte~, without dissenting vote: <br /> <br /> WHEREAS, pursuant to Section 5-24 of the Code of the City of Portsmouth,' Virginia, ~1961, the City <br />Council may designate by resolution the routes ~nd headways for intra-urban buses operated within the city; and <br /> WHEREAS, Community Motor Bus ~mmpany, Incgr~prated has submitted proposed routes,and ,headways to be <br />in effect from and after 2:00 a.m., October g0, 1963, which are satisfactpry to the Ci~ty Council. <br /> NOW~ THEREFORE, BE IT RESOLVED b~ th~ ~ouncil~ Qf the City of Po, rtsmouth,.
