401 <br /> <br />October 8~ 1963 <br /> <br /> Motion ef Mr. Eastes to accept the resignation with regret and that the question o£ a replacement <br />on the Recreation Board be re£erred to a conference o£ the Council was adopted, without dissenting vote. <br /> <br /> ~ ~ 63-242 - The following resolution from the Portsmouth Junior Chamber o£ Commerce was read: <br /> <br /> "WHEREAS, the City of Portsmouth has embarked on one Urban Renewal Project and has at present in <br />the plannin~ stages a second such Project; and <br /> "WHEREAs, it is the ~unction of the Portsmouth Redevelopmen~ and Housing Authority to implement <br />these Projects; and <br /> <br /> '~HEREAS, the Portsmouth Junior Chamber of Commerce .consists o~ young men of the Community and <br />thereby represent these same young men as well as other young citizens of the City of Portsmouth; and <br /> WHEREAS, the Portsmouth Redevelopment and He.slug.Authority is at present devoid of these same <br />young and energetic citizens; and <br />WHEREAS, the Portsmouth Junior Chamber of Commerce discerns that the experience and temperance of <br />age, coupled with the fresh ideas and energy of youth, are desirable characteristics o£ anybody; now, therefore;be~ <br /> RESOLVED, that the Honorable Council of the City of Portsmouth be urged to appoint ~o the <br />Redevelopmen~ and Housing Authority young qitizens capable of avigo~ous and f, orward mpproach to Urban Renewal and <br />the affairs of the Authority; and be it further <br /> RESOLVED, that the City Council be urged ~o make such appointments at the earliest possible date; <br />and be it further <br /> RESOLVED, that this Resolution be presented to the Honorable Council of the City of Portsmouth." <br /> <br /> On me.ion of Mr. Barnes, referred to a conference of C~uncil o~ this subject, with~Out dissenting <br /> <br /> 63-243 - The following resolution from the Portsmouth Junior Chamber of Commerce was read: <br /> <br /> "WHEREAs, the City of Portsmouth has recognized t~e ~bility and potential of the youth of our <br />community; and <br /> WHEREAS, the City of Portsmouth has seen fit to utilize this potential both improving the city <br />in appearance as well as offering summer employment to students; and <br /> WHEREAS, the employment of these perso~s'does~offer them physical, financial and personal satis- <br />faction; and <br /> WHEREAS, the use of this work ~orce has been administered in a most e~ficien5 and workmsnly manner, <br />now, therefore, be it <br /> RESOLVED, that the Portsmouth Junior Chamber of Commerce does support the Youth Corps project and <br />e~ceurage the continuation of this project; and, be it <br /> RESOLVED, that the Portsmouth Junior Chamber of Commerce does hereby commend Portsmouth City <br />Government, the Portsmouth Chamber of Commerce, Mr. Frank Madiga~k, Administrator, t~e Steering Committee; <br />Mr. John Landers, Chairman, Mr. John E. Scott, Mrs. Byron Eberly, Mr% E. R. Simpson, Mr. F, S. Eergerou, Col. H. P- <br />Crowe, Mr:. A. P. Johnson~ Jr., Mr.:John L. McGriff, Capt. B. W. Freufid, Mr. Bryant G..Nix, Mr. F. ~. O'Connor, and <br />the 44 members of the Portsm~uthYouth Corps and their parents;~ and be it further <br /> RESOLVED, that a copy of this resolution should ~e presente~ the~onorable Council of the City <br />of Portsmouth and to the Chamber of Commerce." <br /> <br /> Motion of Mr% Dillon that the resolution be~received a~d acknowledged and that tke Junior Chamber <br />of Commerce be thanked for its interest in all matters pertaining to the welfare of the City was ,adopted, without <br />d~ssenting vote. ~ <br /> <br /> 63-244 - The following Committee Report was presented: <br /> <br /> "The Mayor's Citizens Committee on Long-range Urban Renewal Policy (an agency of municipal govern- <br />ment officially authorized by action of Portsmouth City Council pursuant to requirements of the National Housing <br />Act of 1954, as interpreted and administered by the Federal Housing and Home Finance Agency) on Monday, October <br />7, 1963, 3 p.m., at a regularly scheduled public meeting, did take the following actioni <br /> A, The Committee met in City Hall and discussed at length, ss ~ regular item of business listed <br />on the published agenda, Section 3 of Interstate and National Defense Highway 264, Des Moines Avenue to Washington <br />Street, 0.87 mile, Portsmouth, Virginia; and <br /> B. The Committee thereafter boarded a bus and toured the entire route of said Section 3, in the <br />process making a thorough inspectionof the f~nally approved superhighway right-of-way; and <br /> C. The Committee upon its return to City Hall did pass unanimously the following resolution offered <br />by Mr. Robert A. Craig and seconded by Dr. ~arvey N. Johnson: <br /> BE IT RESOLVED IN THE NAME OF LOCAL PUBLIC SAFETY (WITH REFERENCE TO FIRE AND POLICE PROTECTIO~ <br />AND IN THE NAME OF CO.UNITY WELFARE (WITH REFERENCE TO URBAN BLIGHT, SLU~S AND INTOLERABLE PHYSICAL CONDITIONS <br />ADVERSELY AFFECTING NEIGHBORHOOD LIFE) THAT A CO~UNICATION BE DIRECTED TO THE VIRGINIA DEPARTNFENT OF ~IGHWAYS, THE <br />VIRGINIA HIGHWAY CO~ISSION AND THE FEDERAL BUREAU OF PUBLIC ROADS RESPECTFULLY ~UT FIRMLY REQUESTING I~EDIATE <br />D~OLITION OF ALL STRUCTURES ACQUIRED FOR SECTION 3 RIGHT-OF-WAY~ INTERSTATE AND NATIONAL DEFENSE HIGHWAY 264 IN <br />T~ CITY OF PORTE~OUTH, VIRGINIA, AND ACCELERATED ACQUISITION AND DEMOLITION ~F 'r~ RE~INING PROPERTIES TO BE <br />ACQUIRED FOR SAID LIMITED ACCESS HIGHWAY." <br /> <br /> Motion of Mr..
