<br />At a regular meeting of the City Council, held on October 8, 1963, there were present:
<br />
<br />R. Irvine Smith, C. S. Atkinson, Jack P. Bsrne~, John L. Dillon, George D..Esstes, L. L. Knight,
<br />W. T. Leary, A. P. Johnson, Jr., City Manager, and Carroll O. Ferrell, assistant City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. Dillon.
<br />
<br />Minutes of regular meeting held on September 26, 1963, were read and approved..
<br />
<br /> The following reports from the City Manager were read:
<br />
<br />63-235 - "I submit the sttached three agreements between the Norfolk, Franklin and Danville
<br />Railroad Company and the City of Portsmouth and recommend that the proper city bfTic.ials be authorized To sign.
<br /> These agreements cover water line crossings under the Norfolk, Franklin and Danville Railroad
<br />Company tracks between Churchland and the.City.o£ Suffolk.
<br /> These are in connection with the construction of the new water line between Suffolk and Churchland."'
<br />
<br /> Motion of Mr. Dillon that the proper city officials be authorized co sign the agreement, was adopted,
<br />without dissenting vote.
<br />
<br /> 63-236 - "I submit the attached resolution and recommend its adoption.
<br /> This suthorizes the city manager To apply to the Health, Education and Welfare Department for a
<br />grant of $45,000.00 ~or sewer line construction,. .
<br /> These funds have been allocated to the city toward the construction of sew sewer lines in the
<br />annexed area. These funds will apply to the next. project which ~ill be down:Elmhurst Lane toward the Hedges Manor
<br />School. The estimated cost of this project is approximately $151,000.00
<br /> This is part of our continuing program of sewer installations in the annexed ares.
<br />
<br /> On motion of Mr. Leary the following resolution wss adopted, without dissenting vote:
<br />
<br /> "WHEREAS, the Department of Heslth, 'Education and Welfare is authorized under the F~deral Water
<br />Pollution Control Act to make grants to municipalities for the construction of sewage treatment' works, and
<br /> WHEREAS, it ts aecesssry for the City of Portsmouth to expand its sewerage system.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that:
<br /> (1) Aubrey P. Johnson, Jr.,. City Manager, is authorized to submit and sign an application, and
<br /> all subsequent documents, to the Department of Heslth, Education, and Welfare pursuant to the
<br /> provisions of the Federal Water Pollution Control Act requesting s'grant of $45,000.00 to be used
<br /> to construct an extension-of its sewerage system.
<br /> (2) The City of Portsmouth will pay the remaining cost of the project if the request is approved.
<br /> (3) The City of Portsmouth will provide proper and e£ficienE operation and maintenance of the
<br /> approved project after completien Of construct£on thereof."

<br /> On motion of Mr. Knig~t;~th~Lfollowing. resolution was adopted, withou~ dissenting vote:

<br /> "WHEREAS, .The application of.William A. Howell to vacate, close and discontinue all that portion
<br />of Kelly Drive Lying east of the enstern be~ndsry o~.Raven.~Stree~, has been.referred.to the~Planui~g and. Zoning
<br />Commission for investigation and report, and said Commission has recommended the closing of the said street and
<br />it appearing that no, ice of the, application and request for the appointment of viewers was duly posted on the first
<br />day of the term o.f court of the Circuit Court of the City of Portsmouth, Virginia, held on the 23rd day of
<br />S~ptember, 1963, on the bulletin-board of the Circuit Court of the City of Portsmouth, on the bulletin board of
<br />the Court of Hustings for the City of Portsmouth and on a telephone pole near the ~bove described property, st
<br />least f%ve days prior to this meeting:
<br /> NOW, THEREFORE, BE IT RESOLVED ~y the Council of the City of Portsmouth, Virginia, that: John E.
<br />Scott, W. E. HoTfler, Jr., Fred L. Liebold, Jr., C. RoF-~Kelley, and Millard C. Norman be appointed viewers
<br />view said street and report*to this Council in writing whether in their opinion, any, and if any, what inconvenience
<br />would result from discontinuing the aforementioned portion of Kell~Drive."
<br />
<br /> 63-238 - "I submit the attached ordinance and recommend it be placed on firs~ reading.
<br /> T~is ordinance appropriates $13,5~O~00 toward the constrnct~on of the new Fire *Station on Victory
<br />Boulevard ....
<br /> This is an additional appropriation as it was found, when the.contractor started construction, that
<br />the soil condition was s~ch that it wasz.necessary that~piles be driv~for.'the, foundation,
<br /> Test borings were made before the building was designed, but they did not'reveal the soil condition
<br />
<br /> It is my recommendation that this building be piled in order to eliminate any-trouble with the
<br />building at a later date."
<br />

<br /> "AN ORDInAnCE TO APPROPRIATE $13,500.00 .FROM THE GENERAL CAPITAL I~ROVEMENT .FUND FOR THE PURPOSE
<br /> OF CONSTRUCTING A NEW FIRE STATION ON VICTORY BOULEVARD"
<br />
<br /> 63-239 - "I submit the attached agreement between the Virginia Electric and Power Company and the
<br />City of Portsmouth and recommend that the proper city officials be authorized to sign.
<br /> This agreement authorizes the Virginia Electric and Power Company to construct a power line across
<br />city owned property in Nansemond County.
<br /> This power line runs along Craig Drive across low land of the city which ~s a par~ of Lake Meade
<br />and is to be used to.furnish electrical power to a new sub-division in this area of Nansemond County."
<br />
<br /> Motion of Mr. Barnes that the City Manager be authorized To s~gn the agreement was adopted, without
<br />dissenting vote.
