<br />Boulevard and Elmhurst Lane, thence north along the east right-of-way line of Elmhurst Lane 594.35 feet, thence

<br /> Based o~ its first hand field trip inspection of Portsmouth Boulevard from Alexander's Corner
<br />the Hedges Ferry Bridge of March 15, 1963, a~ which time it completed a report of land use and zoning along this
<br />stretch of highway scheduled for reconstruction, the ~lanning Commission recommends a~proval of this application.
<br />(Copies of the land use and zoning repor~ are available upon request.)
<br /> However, the Planning Commission attached 5we stipulations to this request: (1) that the
<br />applicant place on record a plat consolidating this tract into one parcel of ~roperty, and (2) that the appli-
<br />cant show on this plat of record, setback lines along Portsmouth Boulevard and Elmhurst Lane that were offered
<br />during the pubiic hearing before this- CommDssion. Sucha plst -of record, it seems, would be recorded by the
<br />applicant if zoning application Z-63-27 is approved on first readi~, between that time and the date when the
<br />Council considers this ma~ter on second reading.

<br /> The .Planning Com~ission'recommends approval of this application transferriug land from a commercial
<br />classification ~o one permitting, the applicant to co, sider the erection of modern apartments. The applicant has
<br />not yet filed~a group housing project application but preliminary s~udies indicate that this tract, of land between
<br />the Town & Country Shopping Center and the Gosport Homes government housing project could be used to advantage
<br />as multi-family residential."

<br /> 63-264 - "At its regular monthly meeting on November 5, 1963, the City Planning Commission
<br />resolved to recommend that South Street from Effingham Street Eo Crawford Street be returned to two-way status.
<br />This recommendation is based on a portion of our officially adopted Comprehensive City Plan that
<br />calls for bringing ~. S. Highway Route 17B into eastern Portsmouth to follow the line of our emerging Outer Loop.
<br /> The-Plauning Commission realizes that u~til the Virginia Highway Commission has extended a highway
<br />route into tko Outer Loop area of eastern Portsmouth, it will be impossible ~o consider completion of Crawford
<br />Street to meet~In~e~state_2~.4 9~ any basis excep~ 1~O% munieipsl[£unds. The Planning.Commission feels that central
<br />city revitnl%~s~ion zs dependent ~pon the c9mpletion, of the O~ter Loop and that Federal-State participation iu
<br />its construction is warranted.
<br /> The Planning Commission has said before,, and it Says again, that the Virginia Highway Commission
<br />should be urged to engage in this necessary rerouting without further delay; and to this end, an interim
<br />arrangement i~vol~ing ~ort~ Stree~ and South Street, ease of E~fingham Street, would suffice
<br /> In conciusiQn, the Plan~ing Commission, Cit~Council, and various private groups and citizens in
<br />pres~$~g this case w~h the ~ir~inia ~ighway Commission must ascertain that no local sibuation provides n
<br />technical excuse for dismissing our plea."

<br /> "WHEREAS, the Court of Hustings for the Ci~cy of Portsmouth, Virginia, has an extremely heavy case
<br />load; and
<br /> ~EREAS, the Judicial Council of Virginia has recommended to t~e General Assembly of Virgin~s that
<br />an additional judgeship~be c~eated for said Court.
<br /> NOW, Tt~EREFORE, BE IT RESOLVED by the Council of tile C~ty of Pertsmouth, Virginiai that it concurs
<br />in the r~ommendstion of the Judicial Comecil of Virginia, relative:lo the creation of an additional judgeship
<br />for the Court of Hustings for the City of Portsmouth, Virginia, a~d strongly urges that such additional judgeship
