A Kerbs, Jr.,~City Attorney. <br /> <br />The meeting was~opened with prayer by Mr. Smith. <br />Minutes of regntar meeting held on No~ember 26, <br /> <br />1963, were read and approved. <br /> <br />63-277 -~The. f011owing ~ubli¢ hearing on zonzng changes was held: <br /> <br />Petition Z 63-27 - Colonial Stores, [nc. <br /> <br />W. C. Pender, attorney for Colonial Stores, spoke for the application. <br /> <br /> Motion of Mr. Atkinson To concur in the recommendation of the Planning Commission to approve the <br />application and to place the following ordinance on first reading was adopted, without dissenting vo~e: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 63-27" <br /> <br />Petition Z 63-28 - Robert M. Goodman Associates <br /> <br />No one spoke in regard ~o the application. <br /> <br /> Motion of Mr. Dillon To concur in the recommendation of the Planning Commission and ~o place the <br />following ordinance on firsL reading was adopted, without dissenting vo~e: <br /> "ZONING AMENDMENT ORDINANCE Z 63-28" <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 63-276 - "The next regular meeting of the City Council is scheduled for December 24, 1963. This <br />I being Christmas Eve,/I recommend that the meeting be changed_ to December 23, 1963, at 7:30 P. M." <br /> Motion of Mr. Knight to concur in the recommendation of the City Manager was adopted, without <br />dissenting vote. <br /> <br /> 63-279 - "In accordance with the State Law, it is necessary that the City Council hold a public <br /> 1 hearing on any proposed Charter changes ~e be submitted to the General Assembly in 1964. <br /> I recommend that the December 23d Council meeting~ be designated for this public hearing for any <br /> proposed Charte~ changes that may be submitted. <br /> <br /> Motion of Mr. Eastes to concur in the recommendation of the City Manager was adopted, without <br />dissenting vo~e. <br /> <br /> 63-280 - "t submit the attached ordinance and recommend it be placed on first reading. <br /> This ordinance prohibits parking in City Park except in designated parking areas. <br /> It is being requested due to the large amount of vandalism that we are experiencing due <br />automobiles being parked on the golf course and on the grass:a~eas.~in Citg.Park.'~ <br /> <br />On motion of Mr. Knight,. the..following ordinance-was.~approved on'~Eirs~ reading{ without dissenting <br /> <br />vote: <br /> <br /> aAN ORDINANCE TO AMEND~THE CODE OF~!THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING <br /> THERETO A NEW SECTION NUMBERED 18-126.2, P~0HIBITING PARKING IN CITY PARK" <br /> <br /> 63-2Et:- "I submit the attached ordinance and recommend it be placed.on fir~st reading. This repeals <br />Section 18-112 of the Code of the City of Portsmouth to make South Street, between Crawford Street and Effingham <br />Street~ ~-two way street. <br /> It is being reques~ed~in order that we can have a temporary connection between Crawford Street and <br />Effingh~m Streets until auch time as the Interstate is completed and we can make the connection between the Inter- <br />s~a~e a~ ~ashinggon Street and Crawford Street, in conformance with our Master Highway Plan for the City of <br />Portsmouth." . _. <br /> <br />On. motion of Mr._Barnes, the~following ordinance;w~s approved.on first_reading, without dissenting <br /> <br />Boulevard. <br /> <br />"AN ORDINANCE TO REPEAL SECTION 18-112 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1961, TO MAKE SOUTH STREET BETWEEF CRAWFORD STREET AND EFFINGHAM STREET A TWO-WAY STREET" <br /> <br />63-282 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This closes 135 feet of Leonard Avenue lying south of the southern right-of-way line of Portsmouth <br /> <br /> This closing has been approved by the Planning Commission and a repo~z of the viewers is attached <br />herewith concu3cring in this closing. <br /> <br /> On motion of Mr. Barnes the following ordinance was approved on first reading, and the following <br />report of the viewers, received: <br /> <br /> "AN ORDINANCE ~ CLOSE THAT PORTION oF ~ONA~D AVENUE L?iNG~SOUTB OF THE <br /> SOUTHERN RIGHT - O~ - WAY LANE OF PORTSMOUTH't~O~i~EVARD'' <br /> *see pgol2 <br /> 63-~$3'--"I submit ih~ a~tached ordinanc~ and recommend {t be pla6e~ o~ first~re~ding. <br />This closes the port'on of Westmoreland Avenue lying south of the $outher~ boundary of Bart Street. <br /> Thi~ has-been approved by the Planning Commisaion and a report of the viewers is ~attached herewith. <br />concurring in thisclosing.'
